Motion by Councilman Cox and seconded by Cotmcilman Sorteberg to <br />prepare a resolution in regard to the proposed landfill site stating <br />this would cause an undue hardship on the City of Ramsey, this would <br />not be a desirous site and would be highly limited by structures and <br />feasibility of being densely inhabited and this could effect a large <br />portion of Ramsey because there are many areas where water and sewer <br />are not proposed. <br /> <br />Motion carried. Voting yes: Mayor Gamec, Councilman Sorteberg, Council- <br />man Reimann, Councilman Cox and Councilwoman Van Wagner. Voting no: None. <br /> <br />B. Councilwoman Van Wagner discussed her letter to the City of Ramsey <br />Council regarding payment policy for attending school and conferences. <br />She stated the City of Ramsey has no formal policy regarding school and <br />conference attendance or payment and the informal policy regarding this <br />matter in the past has been to pay or reimburse councilmembers. The <br />City of Ramsey has no set standards for disbursements of school or <br />conference allocations. <br /> <br />Counci~nan Cox stated the City of Ramsey should have a policy in <br />writing documenting and of record in regard to payment policy for <br />school and conference attendance. <br /> <br />Mayor Gamec stated it is beneficial to go to educational conferences <br />and seminars and the council should use discretion as to whether the <br />attendance at these is worthwhile or not. <br /> <br />Councilman Reimarm stated the Cotuncil already discussed this and was <br />not going to pay for attendance unless approved by the Council before <br />hand. <br /> <br />Attorney Goodrich stated policy regarding this issue has been discussed <br />in the past but never settled and the Council should formalize policy <br />in writing regarding the issue of payment for attendance at school <br />and conferences. <br /> <br />Councilwoman Van Wagner stated she would reimburse the City for her <br />attendance at the Newly Elected Officials seminar if the Council would <br />set a formal policy. <br /> <br />Motion by Councilman Cox and seconded by Councilman Reimann to have <br />the staff prepare guidelines for the next meeting in regard to payment <br />of seminars and educational meetings. <br /> <br />Discussion: Attorney Goodrich stated it would be best to categorize and <br />organize guidelines for ease in discussion later. <br /> <br />Motion carried. Voting yes: Mayor Gamec, Councilman Sorteberg, Councilman <br />Reimarm, Councilman Cox and Comncilwoman Van Wagner. Voting no: None. <br /> <br />Case #6 Springstad Fiscal Agent: <br /> <br />Attorney Goodrich suggested using Springstad Fiscal Agent for larger <br />projects. He stated they are better qualified and proposed a contract <br />with them to be used as our fiscal agent on a per call basis and <br />suggested a set fee schedule. <br /> <br /> C/February 10, 1981 <br /> <br /> <br />
