Mr. Donovan explained the brochure inclusions would be a drawing of the <br />proposed Central Park, the cost, a letter or comments from the Mayor, <br />the philosophy, items included in the park plan, informational material <br />to help the citizen vote on the bond issue. The brochure will show what <br />we are trying to do and answer many questions. <br /> <br />Councilman Sorteberg asked about the bond interest issue, Is it outlined <br />in the brochure and at what interest rate. <br /> <br />Mr. DonoYan stated the bond interest rate was outlined in the proposed <br />brochure at 8.75%, a realistic figure from the Springstad consulting <br />agent. <br />Councilman Reimarm asked what the bond term was. <br /> <br />Councilman Cox stated even if the bond issue is passed the council would <br />not purchase bonds unless the interest rate was 8%. <br /> <br />Mayor Gamec stated the issue should be a Council decision, <br /> <br />Mr. Donovan stated the bond interest rate "ballpark" figure was 8.5%. <br /> <br />Mayor Gamec stated it is important to know what interest rate it would be <br />and this should be on the brochure. <br /> <br />Mr. Donovan stated the brochure would also be reflecting last year's taxes <br />as this year's are not available at this time. <br /> <br />The Council at this time discussed in general the bond interest rate issue. <br />City Engineer Raatikka stated it would take about two weeks to print them. <br /> <br />The Council and Mr. Donovan tentatively set April 21 or 28, 1981 for <br />the bond vote day. <br /> <br />Mayor Gamec says the Springstad contract for this matter has been authorized. <br /> <br />Mr. Donovan inquired as to the possibility of distributing brochures at the <br />Ramsey Fun Days event. Mayor Gamec quashed this promotion due %o the political <br />nature and wanted to avoid a special interest group conflict for voters. <br />He also stated the language and brochure looked good and asked the Council <br />for their comments. Ail made favorable comments regarding the brochure. <br /> <br />D-2-2 Lincenses for Approval: <br /> <br />Enclosure (D2-b) contains the list of licenses for approval for calendar <br />year 1981. The lists are separated in regards to cigarettes, gasoline, <br />motor vehicle, garbage and other contractors. <br /> <br />Motion by Councilman Reimarm and seconded by Councilman Sorteberg to <br />approve the licenses as presented to work in the City of Ramsey only~ <br />business in City but not location. <br /> <br />Motion carried. Voting yes: Mayor Gamec, Councilman Sorteberg, Comucilman <br />Reiman, Councilman Cox and Councilwoman Van Wagner.
