Councilman Reirmar~n asked the City Administrator when a person doesn't <br />get a license and is doing business in the City of Ramsey what is the <br />procedure? <br /> <br />City A~ainistrator Schnelle stated we find the person and try to stop the <br />work. <br /> <br />Councilman Reimann stated the City needs a follow through policy. <br /> <br />Councilman Reimann stated Ken's Repairs has a surety bond for $2,000.00 <br />and asked City Administrator to check and see if he needs a surety bond. <br /> <br />City Administrator Schnelle stated the City should have on file in the <br />office a conditional use permit with pictures showing the business, including <br />grandfathered ones to help control expansion of business especiatlywhen <br />grandfathered in. <br /> <br />Mr. Donovan addressed the 0ouncil again at this time and stated it <br />would be difficult to prepare a brochure at 8.75% bond interest rate <br />when he knows now that there has already been an 8% bond interest <br />rate passed on this issue and that it would reflect on the Park <br />and Recreation Committee as an attempt to misrepresent the facts if <br />the rate were not at 8.75% and can't see going ahead with the project <br />if the brochure had to be printed with the 8% rate. <br /> <br />Mayor Gamec stated it should be left to the discretion of the Council <br />what rate will be acceptable. <br /> <br />Councilwoman Van Wagner made a motion, seconded by Mayor Gamec <br />as follows: The bonding limit shall be at the discretion of the city <br />council notwithstanding the motion made by the city council at a previous <br />meeting stating that the maximum rate shall be 8%. <br /> <br />Discussion: <br /> <br />Councilman Sorteberg stated the Council does have discretion but the <br />original reason was to hold off until the bond market came down. Councilman <br />Sorteberg stated he had made the original motion and is willing to change <br />it to 8.75% now to set it so it can't be negotiated. <br /> <br />Council~mn Cox stated the original motion was right and honest as was <br />and had realistic figure and the City should stick to it. <br /> <br />Motion failed for lack of vote. Voting yes: Councilwoman Van Wagner. <br />Voting no: Mayor Gamec, Councilman Sorteberg, Councilmsn Reimarm, and <br />Councilman Cox. <br /> <br />ADJOURNMENT: <br /> <br />Motion by Coo~cilman Cox and seconded by Councilman Reimann to adjourn the <br />meeting. <br /> <br />Motion carried. Voting yes: Councilman Sorteberg, Councilman Reimann, Council- <br />man Cox and Councilwoman Van Wagner. Voting no: Mayor Gamec~ <br /> <br />The meeting adjourned at 11:55 p.m., February 24, 1981. <br /> C/February 24, 1981 <br /> <br /> <br />
