Dennis Donovan, Park & Recreation Chairman, regarding proposed
Bond Issue.

Dennis Donovan talked about what the term committment means. The park board
is concerned and must have the council support of the proposed project. The
park board feels the bond issue needs a committment from the council and the
citizens should decide if they want to provide the services or not on the
recreational facilities. He further stated the park board doesn't feel
the 8% figure for the bond interest rate is realistic or an accurate reflection
of cost to the citizen. He stated the Springstad agent says the 8-8.75%
difference is approximately $1.00 per year per household. Also the waiting effect
is questionable and that the Springstad agent stated it is a volatile market,
and that a 10 year 8.5% figure is within reality and could guarantee the
inflation rate would be higher in the future. If the bond issue passes there
is the possibility that once interest is accumulated, the difference between
8% and 8.75% rate could be made up. Mr. Donovan suggested proceeding now
in a committed fashion.

C/March 10, 1981
