Voting No: Councilwoman Van Wagner, Cotuncilman Sorteberg and <br />Mayor Gamec. <br /> <br />Motion by Comacilwoman Van Wagner, and seconded by Mayor Gamec to remove the 8% <br />bond limit and replace at 8.75% which is the maximum percentage rate which the cotuncil <br />agrees the bonds would be purchased at if the pending referendum passes. <br /> <br />Motion carried. Voting yes: Councilwoman Van Wagner, Councilman Sorteberg and <br />Mayor Gamec. Voting No: Councilman Reimar~n and Councilman Cox. <br /> <br />Mr. Donovan discussed price quotes given by Springstad for a cost per household: <br />at $40,000 the cost would be approximately $10.00 per year for 10 years, <br /> $50,000 14.00 10 <br /> $60,000 18.00 10 <br /> $70,000 53.00 10 <br /> $80,000 62.00 10 <br />($1.50 average home in Ramsey cost per month.) <br /> <br />Councilman Cox stated the businesses pay and can't vote. <br /> <br />2. DNR WETLANDS MAP OF THE CITY OF RA~EY REVISED: <br /> <br />Background Information: Mr. Bob Hutchinson from Anoka County presented to discuss <br />the re-mapping and designation of Ramsey public waters and wetlands. <br /> <br />Mr. Hutchinson came before the council and stated this program was a state project, <br />the re-mapping would be done by the letter of the law, that no evaluation had been <br />made as to a good or bad law, it would have minimum changes which can be supported <br />and the standards used would be the same throughout the county. He had three <br />recommendations for the standards: 1. individual community maps would be used <br />using 1-1000 scale for the most part, 2. road right-of-ways would be deleted <br />from the designation area, 3. minimum correction to be made and indicated on <br />a chart presented to the Council at the meeting proposed changes. <br /> <br />Mayor Gamec asked the citizens at the meeting to notify Mr. Hutchinson of their <br />opinions and comments re the DNR Wetlands. <br /> <br />Citizens Paul and Erika Sitz, 6521 154th Lane inquired further as to the right-of <br />way deletion from the designated area. <br /> <br />Donald J. Thimsen, Manager of the Environmental Engineering Staff at General <br />Mills, Inc. and David H. Latvaaho, Real Estate Analyst at General Mills, Inc. <br />were present to represent General Mills regarding their 1200 acres- in Western ~l~ <br />and Southwestern Ramsey. M~. Thimsen stated this property was originally intended <br />for a research campus, however it is no longer being considered for this use. <br />General Mills would like a more detailed survey and defining of the wetland <br />limits on their property and would like to make proposals for the DNR Wetlands <br />revision. He stated once the area is defined as a type 3, 4 or 5 it would be <br />difficult to change and rules out potential for future development. The <br />General Mills surveyor and proposal would take until May 1 and asked the <br />Council for its support. <br /> <br />Mayor Gamec stated the Council would like to cooperate if possible, however, <br />General Mills should keep in contact with Mr. Hutchinson from Anoka County. <br /> <br />C/March 10, 1981 <br /> 5 <br /> <br /> <br />
