Mrs. Hickman - Plants & Things <br /> <br />Building Official Berg recommended to the Council an escrow deposit be <br />possible for Mrs. Hickman with the following understanding: <br /> <br />1. It is a temporary structure. <br />2. Plastic windows must be kept in good repair. <br />3. A Building Permit would be required. <br />4. Any violation of the terms of agreement would be grounds for <br /> removal of the structure. <br />5. Adequate parking is necessary. <br /> <br />Mrs. Hickman presented the structure sketch and property placement to the <br />Council for review and consideration. <br /> <br />Motion by Councilman Sorteberg and seconded by Comucilwoman Van Wagner <br />to allow Mrs. Hickman to escrow $500.00 with the City of Ramsey pending <br />the entering into a performance contract to be presented at the next <br />meeting. <br /> <br />Motion carried. Voting yes: Councilman Sorteberg, Councilwoman Van Wagner, <br />Councilman Cox and Councilman Reimann. Voting no: None. <br /> <br />COUNCIL OLD BUSINESS <br /> <br />1) Proposed Park Bond Issue: Chairman Demais Donovan <br /> <br />Der~nis Donovan came before the Cotuncil regarding the proposed Park Bond <br />Issue. May 5th is the tentative election date. April 23rd is the <br />tentative date for a public meeting at 7:30 for public input. City <br />Engineer Raatikka presented a final draft of the brochure for the <br />Council approval. The Council discussed and the following recommendations <br />were suggested: <br /> <br />1. Check the assessed value vs. market value terminology. <br />2. Change public hearing to public meeting. <br />3. Question - Should the message be from the Mayor or whole Council. <br />4. Change lighted fermis and hocky rinks to selected areas will <br /> be lighted. <br />5. Peltzer addition may not be improved. <br /> <br />Motion by Councilwoman Van Wagner and seconded by Councilman Sorteberg to <br />approve the proposed brochure as to form. <br /> <br />Motion fails. Voting yes: Councilwoman Van Wagner and Councilman Sorteberg. <br />Voting no: Councilman Reimann and Councilman Cox. <br /> <br />Council discussion: If motion fails, brochure will not be printed. <br />Councilman Cox noted for the record, in no way does'his vote reflect that <br />he is not in favor of parks but at the present time the' economy is more <br />important. <br /> <br />Attorney Goodrich stated the brochure will not be printed at this time. <br /> <br />C/March 24, 1981 <br /> 4 <br /> <br /> <br />
