City Building <br />Official Berg asked City Engineer Raatikka if the wells <br />prove to be unfeasible would river water treatment supply <br />be included in this study. City Engineer Raatikka stated <br />that phase one of the study would look at a source and he would <br />not proceed further until advised by the council. <br /> <br />councilwoman van wagner withdrew her motion. <br /> <br />City Engineer Raatikka continued to explain the proposed <br />plans for capit.al improvements and discussed the difference <br />between utility map/chart ~1 and #2. <br /> <br />The Council concensus at this time was to consider utility <br />plan #2 at the present time. <br /> <br />5) Drainage and Trunk Charges - Resolution <br /> <br />The Council discussed establishing the rates for storm drain- <br />age improvement charges. Consulting Engineers Diversified <br />completed a Comprehensive Storm Drainage Plan for the City <br />of Ramsey in february of 1980. The proposed charges for city <br />wide storm drainage improvement were: <br /> <br />a) Single and two family lots, $0.025 per square foot of <br />gross development area for densities under two and one-half <br />acres. <br />b) Multiple family, mobile home, commercial, industrial and <br />institutional development, $0.041 per square foot of gross <br />development area for densities under two and one-half acres. <br />c) In all other areas the developer shall provide drainage <br />facilities as determined by the City Engineer. <br /> <br />Councilman Sorteberg stated it is expensive but may be <br />necessary, however if the developer can show where it is not <br />necessary, should he have the option of not needing it. The <br />council discussed this issue. Ken Peterson from the <br />Planning and Zoning Commission stated the park fee is charged <br />for every subdivision, would the storm drainage charge <br />be handled the same. City Engineer Raatikka stated no, <br />the storm drainage charge would be a one time charge at the <br />time of the subdivision. Councilman Cox state he had <br />reservations, and didn't think the City would be getting any <br />major plats in the near future. Councilman Sorteberg stated <br />he didn't see any need to rush this issue an~.wOuld like <br />to see it tabled. <br /> <br />City Engineer Raatikka stated if the developer provides own <br />drainage pond or corridor a credit would be given to the developer <br />for this charge. The council discussed this issue and <br />determined it would need further consideration. <br /> <br />Motion by Councilman Reimann and seconded by Councilman Sorteberg <br />to table the storm drainage improvement charges until the <br />first meeting in September. <br /> <br /> SpC/March 31, 1981 <br /> 3 <br /> <br /> <br />
