Voting yes: Mayor Gamec, Councilwoman Van Wagner, Council- <br />man Reimann, Councilman Cox and Councilman Sorteberg. Voting no: None. <br /> <br />CASE #5 PARK FEE ON VERNDALE PLAT; CASE OF M~. RON WEST: <br /> <br />Due to the state of the economy and land sales in the Anoka-Ramsey area, <br />Mr. Ron West is requesting that the City Council allow him to pay the <br />park fee on the above plat as he sells lots or improves them. He states <br />that the front end funding requirements are just too much at this time. <br />His park fee on this plat is $1,120.00. <br /> <br />Councilman Sorteberg stated we should make sure we know what policy is and <br />keep consistent. Attorney Goodrich stated the ordinance could be amended <br />but whatever the Council does should be consistent. Administrator Schnelle <br />stated there should be time and penalty limitations. Councilman Reimann <br />stated this plat in already in process and should be handled as we have <br />in the past and treat all equally. Co~uucilman Sorteberg stated prior <br />requirements should be taken into consideration. Mayor Gamec stated <br />it should remain the same and this issue should be placed on the agenda <br />for the next meeting. Mr. West is to carry out the fee requirements <br />as the ordinance requires at this time. <br /> <br />CASE #6 CITY POLICY.REGARDINGTKE BLACK TOPPING OF CITY STREETS IN NEW <br /> <br />DEVELOPMENTS <br /> <br />The Comacil discussed at length at their April 14, 1981 Council meeting the <br />city policy in regards to whether the developer should put in permanent <br />black top streets or temporary black top streets in the Flintwood II Plat. <br />After much discussion, Council asked staff to come back with some policy <br />recommendations for next Council meeting. <br /> <br />Engineer Raatikka stated one problem would be in urban cross sections; <br />without ditches the class 5 would wash out; he suggested only allowing <br />this for rural cross sections. He also suggested if the Council decides <br />to have a temporary street approval that the developer be responsible <br />for the maintenance to avoid washouts and other problems until blacktopped. <br />He further stated excessive storm sewer use could be a potential problem. <br /> <br />Norm Holm, developer of the Flintwood II Plat came before the Council and <br />stated he didn't have a preference as long as he had the time necessary as <br />is presently available. <br /> <br />Councilman Sorteberg stated the proposal met with his approval as long <br />as there would be proper drainage in a suburban type section and Class 5. <br /> <br />Merle stated the City would do the grading but that the storm sewer issue <br />should be taken care of by the developer. <br /> <br />C/April 28, 1981 <br /> 5 <br /> <br /> <br />
