Resident, Doctor Ullem, 14400 Bowers Dr±ye, asked if the proposal is <br />going through or do the residents have a choice and are the trees going <br />to be cut down. Councilman Cox explained 35% of the citizens in that <br />area brought in a petition to blacktop which is being reviewed and <br />that is the purpose of holding a public hearing. Mayor Gamec stated <br />the hearing would have to be reheld if the cost is 25% more than the <br />estimate. Councilman Cox stated you pay on the low bid. <br /> <br />Resident Gary Miller, 14810 Bowers Drive asked if a decision would <br />be made tonight. Mayor Gamec stated yes. Resident asked if there <br />would be any consideration given to speed bumps. Mayor Gamec stated <br />blacktop or not if you have speeders now, you will have speeders then. <br />He suggested to Mr. Miller to get license number, color and model and <br />report speeders to the police department. <br /> <br />Resident Tony S., 14553 Boers Drive, asked if that would be 18 feet <br />from the existing center. City Engineer stated yes. Resident asked <br />regarding the Great Rivers Act as it exists now, using existing roadway <br />will then take more for hiking, etc. Mayor Gamec stated we are more <br />opposed to that. We basically would not be in favor of it. <br /> <br />Resident Bill Pittman, 14450 Bowers Drive asked if the project proposed <br />a 66 foot roadway. Mayor Gamec stated this would be a council decision. <br />Mayor Gamec also stated we are not looking at trailways. <br /> <br />Resident Dr. Ullem stated he doesn't understand how to move the <br />roadway without taking trees and if you take trees this interferes <br />with the root systems of many trees and many trees would die as a <br />result of the proposed blacktop project. City Engineer Raatikka <br />stated the drainage and storm sewer would be determined and sloping <br />would also determine how many trees would be affected. They try <br />not to 'take trees whenever possible. <br /> <br />Resident Wayne Sweedahl stated he doesn't understand why the trees <br />need to be taken out and a freeway created. He stated he doesn't <br />want Bowers Drive changed and doesn't want 35% of the people deciding <br />this issue. He stated dust is not a problem and he wants to see in <br />black and white before he votes exactly where the road would go. <br />City Engineer Raatikka stated they would follow the center line of <br />the right of way. Resident asked what the cost would be determined <br />by - unit not footage? Mayor Gamec stated by unit. <br /> <br />Mayor Gamec stated we are required to hold a public hearing to find <br />out pro's and con's and explain the proposed projects and get comments <br />and opinions from the residents regarding the proposed project and <br />'take a straw vote at the hearing to give the City Council a good <br />indication for the project. <br /> <br />Resident Tony S., asked if there was an alternate way to improve <br />the road as is without a complete blacktopping project and provide some <br />drainage. City Engineer Raatikka stated paving without considerable <br />thought to drainage would be a problem. Resident Tony asked if <br />ditches would be put in. Mayor Gamec stated there will be a burm <br />and water would be carried down instead of having ditches.
