County Commissioner Fields stated he would not leave a stone unturned. He <br />further stated that he would recommend bonding for this project if there <br />were no other funding for the project. Mr. Fields stated that this is the <br />first time he has ever made a statement that he would recommending going <br />in debt for a project but he stated he felt that strongly about the bridge <br />crossing. <br /> <br />B & C. Methane Gas - Wells #5 and #6 <br /> <br />Ralph McGinley stated Test Well #5 is not adequate for test data, con- <br />sequently, installed permanent test well and that process is ongoing right <br />no~. <br /> <br />Councilmember Van Wagner asked if the on-site system is polluting, shouldn't <br />somebody take care of it? <br /> <br />Mr. Hutchison stated his responsibility was to monitor the landfill. <br /> <br />County Administrator McGinley asked if data in test well enough of a con- <br />cern as a professional to tell the City of Ramsey that they have a problem? <br /> <br />Mr. Hutchison said that system is a course of contamination. Leeching is <br />not a good practice. <br /> <br />County Administrator McGinley offers services of his consulting engineer <br />to us. <br /> <br />Councilmember Van Wagner asked what was causing the pollution. <br /> <br />Mr. Hutchison stated it was the house immediately west of well. <br /> <br />Commissioner Fields asked how close their well is to the drainfield. <br /> <br />Mr. Hutchsion said it was 50 feet. <br /> <br />Councilmember Cox asked what the sense of a temporary well is if we are <br />not going to acknowledge the data. <br /> <br />County Administrator McGinley stated they do share Ramsey's concerns on <br />the landfill and they do monitor wells, e are not going to let a problem <br />get to the serious point. <br /> <br />Councilmember Cox asked if well #5 wasn't at a critical point, then why <br />did we put in well #6. <br /> <br />County Administrator McGinley said a temporary well was an attempt to get <br />answers to questions. <br /> <br />D. Will Anoka County support legislation that will be more favorable to <br />industrial growth? <br /> <br />County Administrator McGinley stated many economic development projects <br />have been funded by municipalities by themselves. <br /> <br />C/July 28, 1981 <br />Page 3 <br /> <br /> <br />
