Motion by Com~cilwoman Van Wagner, seconded by Councilman Reimann, to <br />adopt Resolution #81-i16, a resolution establishing a standing operating <br />procedure for internal control on the handling of City funds . Motion <br />carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Reimann, <br />Cox and Van Wagner. Voting No: None. <br /> <br />CASE #2 - JAMES REFRIGERATION <br /> <br />Mayor Gamec stated he has received calls from residents opposed to the <br />idea of a superette and gas pumps. <br /> <br />Albert Alberts restated comments made earlier at the public hearing. <br /> <br />Mayor Gamec wonders if we shouldn't give some thought as to having <br />superettes scattered all over Ramsey. <br /> <br />Councilman Cox stated that: <br /> <br />1. You will always find objections <br />2. This is a different type business than a dental clinic. <br />3. We need the tax base. <br />4. There are two side: developers and residents <br /> <br />Councilman Reimann stated that as far as increased traffic being a <br />threat to children goes, County Rd. #5 was constructed with two bike <br />lanes. <br /> <br />Albert Alberts asked Council how it could sustain adverse impact on a <br />superette located in an area zone UMB. This position could lead to legal <br />problems. <br /> <br />L.Locher - 15451 Nowthen Blvd - Courts would consider this a very <br />unique situation considering the proximity of the superette to a public <br />school. <br /> <br />Richard Kvanbeck stated James Refrigeration has built stores in <br />Hs~ Lake and Lino Lakes that are close to schools and there has been <br />no major problems. <br /> <br />Mayor Gamec admitted mixed emotions now , since residential input. <br />Stated that a public hearing should have been held long before James <br />Refrigeration had invested so much time and money. <br /> <br />Motion by Councilman Cox, seconded by Councilman Reimann, to order a <br />Findings of Fact to the Council for its acceptance or disapproval <br />to be put on the September 8, 1981 agenda, regarding James Refrigera- <br />tion. Copies of Findings of Fact to be available to concerned <br />residents at Ramsey Municipal Center. Motion Carried. Voting Yes: <br />Mayor Gamec, Councilmembers Sorteberg, Reima~n, Cox and Van Wagner. <br />Voting No: None. <br /> <br />Verbal agreement between Mayor Gamec and Albert Alberts to table <br />Final Plat motion untion September 8, 1981 Council Meeting. <br /> <br />Recess. <br /> <br />C/August 25, 1981 <br /> Page 4 <br /> <br /> <br />
