Councilmember Sorteberg felt that if re-zoning were involved, it would be a <br />different matter, but since this area is already zone UMB we should approve <br />this concern. <br /> <br />Mayor Gamec stated that his only concern is do we want a lot of gas stations <br />and superettes throughout the City. We should keep our retail concerns more <br />centrally located. <br /> <br />Councilmember Cox stated that we have been working and spending money to <br />encourage tax base into this community. Sooner or later, we have to let <br />some retail business in. <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember Sorteberg, to <br />approve of James Refrigeration's request to locate a superette grocery store <br />and self service gas station in an Urban Multiple Business zoning district <br />based on the Findings of Fact that was adopted by Council at this meeting. <br />Motion carried. Voting Yes: Councilmembers Cox, Reimann and Sorteberg. <br />Voting No: Mayor Gamec and Councilmember Van Wagner. <br /> <br />Richard Kvanbeck approached the Council regarding Site and Design Plan. <br />stated that the building has been moved a little bit north of what was <br />originally proposed since arrangements have been made with the City and <br />the dental clinic for a joint access driveway. <br /> <br />He <br /> <br />Mr. Schnelle suggested a more 'country' looking sign (redwood, cedar, etc.) <br />than the standard pylon type. Council agreed with this suggestion. <br /> <br />Councilmember Cox recommends some type of trees between superette and adjacent <br />neighborhood to soften the looks of the business to the residents. He also <br />recommends berming so lights do not flash into the neighbors windows. He <br />also recommends a brick front-facing on the building in a palatable soft <br />tone. <br /> <br />Mayor Gamec requested a Landscape Plan from James Refrigeration and informed <br />them that air would be required at the gas pumps. <br /> <br />Councilmember Cox appointed Bob Zelenak to represent the people of the <br />neighborhood and review the Landscape Plan. <br /> <br />Mr. Schnelle will write a contract and present it at the next Council Meeting, <br />in regards to the outer appearance of the superette, for the Council's <br />approval. <br /> <br />Motion by Councilmember Sorteberg and seconded by Councilmember Cox to approve <br />granting final plat approval to Marx Estates plat providing that they <br />accomplish the following items (subject to title}: <br /> <br />1) The park fee in the amount of $3,830.00 is paid in full. <br /> <br />2) <br /> <br />That they comply with other miscellaneous requirements as covered <br />by the City Engin-er's letter dated August 20, 1981 which covers <br />final plat review of Marx Estates. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Reimann, <br />Cox and Van Wagner. Voting No: None. <br /> <br />C/September 8, 1981 <br /> Page 5 <br /> <br /> <br />
