GEORGE DEZIEL:

Motion by Councilmember Van Wagner and seconded by Councilmember Cox to
amend Chapters 130.01, Business and Trade Licenses, and Chapter 130.09,
Intoxicating Liquor Off-sale, Private Club and On-sale Wine Licenses to
provide for refunding of the above license on a pro-rata basis for the unused
portion of the licenses (unless the license is removed because of Code
violation). Further, it is directed that the City Attorney prepare the
ordinance amendments. Motion carried. Voting Yes: Mayor Gamec, Council-.
men%bets Cox, Van Wagner, Sorteberg and Reimann. Voting No: None.

Motion by Councilmember Van Wagner and seconded by Councilmember Cox to
refund Mr. George DeZiel $3,866.63 for the unused portion of liquor on-sale
license and $183.34 for special Sunday on=sale liquor license. Motion
carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Reimann, Cox
and Van Wagner. Voting No: None.

CASE #6 ADOPTING RESOLUTION TO ACCEPT THE 1981 STREET IMPROVEMENTS:

Motion by Councilmember Reimann and seconded by Van Wagner to adopt
Resolution #81-130, receiving bids for Future Improvement Projects #81-4,
6, 9, 10, 19 and 20. (Please refer to Resolution File for Resolution #81-
130). Further Discussion: Mayor Gamec stated that there could be a problem
with the paved road busting up where it meets the Class 5 road (during
grading and plowing) in the area of the 5 homes that were deleted from
Project #81-20. City Attorney Goodrich has sent out 35 request for drainage
easements and has not recevied any deeds as of yet. Every platted lot in
the City has these easements, it is nothing out of the ordinary. Council
can authorize condemnation or purchase of easements from property owners at
current land value. Mr. Raatikka feels people are agreeable to the easements
if there are no construction rights. Mayor Gamec recommends contacting
property owners again. Motion carried. Voting Yes: Mayor Gamec, Council-
members Sorteberg, Reimann, Cox and Van Wagner. Voting No: None.

CASE #7 RENTING OF RAUDIO PROPERTY FOR CROPLAND, REQUEST FOR~ CASE OF MITCH

TURNVALL, ROUTE #1, STACY~ MINNESOTA (PHONE 421-2155~:

Motion by Councilmember Reimann and seconded by Councilmember Van Wagner to
rent the City of Ramsey's property (formerly owned by First Guarantee
Corporation) for $500 to Mitch Turnvall for growing year 1982 for crop
growing purposes 9nl~.

Councilmember Van Wagner excused from meeting at ~0:40 P.M.

Further Discussion: Councilmember Cox feels there should be some wording
in the contract to the effect that if construction starts, the City has the
right ot go on that land, destroying crops, if necessary, and that Mr. Turnvall
should be be entitled to reimbursement. Motion Carried. Voting Yes: Mayor
Gamec, Councilmembers Sorteberg, Reimann and Cox.
