assessments due regarding said property and the City claims the right to
use the land for any purpose it deems necessary.

Discussion: Councilmember Reimann asked what the assessments are on this
lot. City Administrator Schnelle stated they are approximately $1,500.

Councilmember Cox stated the City should know what the exact amount of
assessments are due before making any final decision.

Councilmember Reimann withdrew his motion and Councilmember Cox withdrew
his second.

Case #3 - ED~ineering Price Quotes on Paving City Hall Lower Parking Area:
This item was tabled and action was taken on October 28, 1981.

Case #4 - Pet Clinic

Dr. Brunnell and Daryl Hartman were present representing the Anoka West Pet
Hospital. Anoka West prefers to abide by guidelines set by the Minnesota
Veterinary Medical Association and only offer rabies vaccine at pet clinics.
It is the recommendation of Anoka West that distemper vaccine be deleted as
a requirement because distemper does not affect public health. He also
stated that because of the reduced rates on rabies vaccines, vets push
other vaccines at pet clinics in order to make some kind of a profit.

Motion by Councilmember Reimann and seconded by Councilmember Van Wagner to
adopt Resolution #81-185, Accepting Price Quotes from Veterinarians for the
Pet Clinic and Awarding Bid to St. Francis Veterinary Clinic for the Pet
Clinic that will be held at the Ramsey Municipal Center on November 7, 1981.
(Please refer to resolution file for Resolution #81-185.)

Further Discussion: Councilmember Cox stated we reject our own businessman
for $1.00 and award the bid to a vet from Isanti which has the highest per
capita State Aid. We don't always take the lowest bid because it isn't
always in the best interest of the community.

Councilmember Reimann stated that St. Francis Veterinary Clinic quoted to
us in writing what they would be charging for other vaccines and we should
stay with them.

Councilmember Cox asked if there is any follow-up vists to the vet required,
St. Francis is too far away.

Motion carried. Voting yes Mayor Gamec, Councilmembers Van Wagner and Reimann.
Voting No Councilmembers Cox and Sorteberg.

City Engineer Raatikka brought up at this time the subject of several lots
which Mr. Art Raudio is trying to subdivide and the City would like to obtain
one-half of Outlot B in Countryside Estates for drainage purposes. The
developer does not want to plat these lots.

The concensus of the Council is to table this matter until the next regular
meeting.

C/October 27, 1981
Page 7
