He noted that the Public Works Committee recommended <br />language on May 19, 2015, which had not yet been incorporated into the draft agreement and <br />noted that there is an option to approve the agreement with the amended language recommended <br />by that Committee. <br />Councilmember Riley stated that he was able to meet with City Engineer Westby and noted that <br />the language suggested by staff in the amended action is consistent with the recommendation by <br />the Public Works Committee. He thanked staff for addressing the questions he previously had. <br />Councilmember Kuzma questioned if there is a timeline on the assessment for the seven lots. <br />City Engineer Westby stated that the assessment language clarifies the terms but noted that <br />would be dependent on the project start date. He stated that as lots are sold the assessment <br />would be paid and noted that residents would also have the option to prepay and not pay over the <br />three-year term. <br />Councilmember LeTourneau asked for examples of this vehicle being used in the past. <br />City Engineer Westby responded that the City has completed this process once before on another <br />improvement project which worked well. <br />Mayor Strommen stated that it is not uncommon for the City to install the infrastructure and then <br />be paid back. She noted that this is bank owned property and is not a typical development. <br />City Engineer Westby stated that although this is not a typical situation, staff believes that this is <br />a good proposal and that the assessment proposal would cover any risk to the City adequately. <br />He stated that using this process for this property appears to be the best method. <br />Motion by Councilmember Shryock, seconded by Councilmember LeTourneau, to Adopt <br />Resolution #15-05-111 Approving Plans and Specifications and Authorizing Advertisements for <br />Bids for Ridgepoint Residential Development Improvements, Improvement Project 415-21, with <br />the amended language recommended by the Public Works Committee. <br />Further discussion: Councilmember LeTourneau commended Village Bank for their forethought <br />and efforts during this process. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Shryock, LeTourneau, Johns, <br />Kuzma, Riley, and Williams.
