He noted that the Public Works Committee recommended language on May 19, 2015, which had not yet been incorporated into the draft agreement and noted that there is an option to approve the agreement with the amended language recommended by that Committee. Councilmember Riley stated that he was able to meet with City Engineer Westby and noted that the language suggested by staff in the amended action is consistent with the recommendation by the Public Works Committee. He thanked staff for addressing the questions he previously had. Councilmember Kuzma questioned if there is a timeline on the assessment for the seven lots. City Engineer Westby stated that the assessment language clarifies the terms but noted that would be dependent on the project start date. He stated that as lots are sold the assessment would be paid and noted that residents would also have the option to prepay and not pay over the three-year term. Councilmember LeTourneau asked for examples of this vehicle being used in the past. City Engineer Westby responded that the City has completed this process once before on another improvement project which worked well. Mayor Strommen stated that it is not uncommon for the City to install the infrastructure and then be paid back. She noted that this is bank owned property and is not a typical development. City Engineer Westby stated that although this is not a typical situation, staff believes that this is a good proposal and that the assessment proposal would cover any risk to the City adequately. He stated that using this process for this property appears to be the best method. Motion by Councilmember Shryock, seconded by Councilmember LeTourneau, to Adopt Resolution #15-05-111 Approving Plans and Specifications and Authorizing Advertisements for Bids for Ridgepoint Residential Development Improvements, Improvement Project 415-21, with the amended language recommended by the Public Works Committee. Further discussion: Councilmember LeTourneau commended Village Bank for their forethought and efforts during this process. Motion carried.
