Councilmember Johns aye <br />Councilmember Williams aye <br />Councilmember Shryock aye <br />Mayor Strommen aye <br />Motion carried. <br />7.07: Adopt Resolution #15-05-134 Approving Playground and Site Improvements for <br />Elmcrest Park <br />Parks and Assistant Public Works Superintendent Riverblood reviewed the staff report and <br />recommendation to approve a not -to -exceed amount of $100,000 for Elmcrest Park playground <br />and site improvements. He stated that five proposals had been received and were ranked by the <br />Park and Recreation Commission, along with two members of City staff. He advised that two <br />proposals were found to be in agreement with the desires of the City but noted that one of those <br />proposals had been withdrawn and therefore recommended St. Croix Recreation Fun <br />Playgrounds, Inc. He highlighted the proposed improvements on an aerial sketch, noting the <br />farm theme. <br />Councilmember Johns referenced the trees near the fence line and questioned if those trees are <br />included in the project budget. <br />Parks and Assistant Public Works Superintendent Riverblood replied that those trees are <br />included in the project scope and cost. <br />Councilmember Williams thanked staff for bringing this forward as she receives many questions <br />as to when this project will be completed. She stated that her husband attended the open house <br />and appreciated the ability to comment and provide input. <br />Councilmember Shryock thanked staff as this has been a long time coming. She stated that it is <br />exciting to see this park come into its final form and she looks forward to this addition. <br />Councilmember LeTourneau commended staff and asked for additional information on the <br />lawful gambling fund and its use on this project. <br />Parks and Assistant Public Works Superintendent Riverblood explained the two sources used to <br />fund park improvements, which are park dedication and lawful gambling. He explained that the <br />lawful gambling fund, which is generated from activity such as pull -tabs, is used to fund park <br />improvements within the community. <br />Motion by Councilmember Johns, seconded by Councilmember Shryock, to Adopt Resolution <br />915-05-134 Approving Playground and Site Improvements for Elmcrest Park at a not -to -exceed <br />amount of $100,000; with $90,000 being awarded to St. Croix Recreation Fun Playgrounds, Inc. <br />for the playground elements pursuant to the response to the 2015 Request for Proposal. <br />City Council / May 26, 2015 <br />Page 11 of 13 <br />
