Page 2
Public Hearing
January 29~ '1979

Mr. Doug Lee asked why they are asking us to pay for some improvement they
cannot see. Also why in assessing we are different from Minneapolis as
they go by a footage basis.

City Engineer Raatikka stated Variolite is called a collector street and all
the residents benefit from that.

Mr, Ray Schumway, 7530 - 163rd Lane presented a petition from the citizens
south of Trott Brook. He stated he had a big response from the residents
that all had signed against the proposed project.

Mr. Del Howe, 16473 Sapphire asked what the difference between Armstrong Blvd.
and Variolite Street were.

City Engineer Raatikka stated that Armstrong Blvd, is a County Road and would
be improved by the County.

Ms. Colleen Zimmerman, 75~0 - 163rd Lane asked why 153rd Lane was paid for all
by M.S.A, funds.

City Engineer Raatikka stated the Council had elected to do this at that time,

Councilman Cox explained this was a public hearing to get the general feeling
of the residents of the area in regards to the proposed project.

Mr. Maynard Woodbury, 7720 - 164th Lane stated that the people living next
to Variolite would benefit the most, Shawn Acres use Vamiolite mome than they
do. He felt the Council should tax the whole City or none. He couldn't under-
stand why the improvement would benefit them. He wanted it explained why some-
thing three blocks away they should pay for.

Mr. Del Howe asked who made the proposals to the Council and when that was
made.

City Engineer Raatikka stated the study was made two years ago.

Mr. Del Howe asked who initiated the study.

The Council stated they had, and that it had been made to see what streets
should be improved.

Mayor Gamec explained to the citizens the City receives funds every year and
they are to be used for the improvement of City streets. It had been the
general feeling that Variolite Street was the one needing the improvement.

Mr. Ray Schumway stated he felt the people complaining about the road must
live further down and don't even drive on Variolite.

Mr. Lyle Daugherty feels the roads should be maintained in the City, He moved
out here to get away from the population, etc. and is satisfied with what
there is.

Ms. Colleen Zimmerman asked why the City couldn't save the funds and do the
project all at one time.
