Voting yes Mayor Gamec, Councilmen Reimann, Mickelson and Cox. <br />Voting no None. <br /> <br />NEW BUSINESS <br /> <br />CLEAN UP DAY FOR THE RAMSEY JAYCEES <br /> <br />Mayor Gamec stated the Ramsey Jaycees have tentatively set their Clean Up <br />Day for May 19, 1979. This is planned to clean up eye sore areas of Ramsey <br />and to benefit those who are handicapped. Their general intent is to make <br />Ramsey more presentable to passerbys and to the residents of Ramsey. Mayor <br />Gamec also stated they were attempting to get the Ramsey residents to become <br />aware of this and work on attempting to get the residents to be able to <br />use the Landfill free or a minimal fee of $.50. He also asked for the <br />Council's approval to donate one man and a truck for the day if needed. <br /> <br />Motion by Councilman Reimann and seconded by Councilman Mickelson to approve <br />the request of the Ramsey Jaycees for donation of a man and City truck (if <br />needed) for the purpose of helping the Ramsey Jaycees clean up the City of <br />Ramsey on their Clean Up Day. <br /> <br />Motion carried. Voting yes Councilmen Reimann, Mickelson and Cox. Voting <br />no None. Mayor Gamec Abstained. <br /> <br />CUB SCOUT PACK #376 PROJECT FOR CITIZENS BADGE <br /> <br />Cut Scout Pack #376 Webelos Den #5 is asking the City what they can do to <br />help the City with or on for their Citizens Badge. Mayor Gamec said he would <br />contact the l~ader of this den and discuss their request with him and suggest <br />maybe they could plant some trees for the City or maybe help with the Jaycees <br />Clean Up Day. <br /> <br />PROPERTY MORTGAGE REVENUE BONDS <br /> <br />The City Attorney advised the Council that there is currently some difference <br />of opinion as to the legality of this type of project under Chapter 474 of <br />the State Statutes. He stated that some bonding councils in Minneapolis are <br />of the opinion that the Statute does not permit this type of project to re- <br />ceive the bond tax exempt status. Mr. Goodrich stated that he spoke with <br />Briggs and Morgan the bond council on this project and was advised that should <br />a court of law or the legislature change the law and specifically delete sub- <br />divisions from the mortgage exempt status of Chaputer 474 the worst thing ~ ~- <br />that could happen would be that the bonds would lost their tax exempt status. <br />Also the attorney stated that he had called the Securities Commission of the <br />State of Minnesota and was advised that they were in the process of obtaining <br />an Attorney General's opinion on the question. Mr. Goodrich stated that he <br />also called Len Kne, the City of Coon Rapids Attorney. Coon Rapids is presently <br />in the process of adopting a similar project financing system. He was advised <br />by Mr. Kne that Coon Rapids has no concern about the legality of the project <br />since it will be the developers and the bond holders problem should something <br />later arise. Mr. Kne also stated that Coon Rapids in approving the proposal <br />is limiting the amount of individual mortgages to be issued to $70,000. It <br />also required for approval that the developer notify each builder who had <br />built a home in the City of Coon Rapids over the past two years of the pro- <br />posal and that each builder be given an opportunity to get in on the project. <br /> <br /> <br />
