Page~4 <br />March 12, 1979 <br />Regular Council <br /> <br />OFF-SALE LIQUOR LICENSE; CASE OF VERA McGREGOR <br /> <br />Ms. Vera McGregor presented rough plans to the Council for the addition of <br />her off-sale liquor store. Ms. McGregor stated her plans are almost complete <br />and is working on the financing. She explained to the Council that work <br />couldn't start on the addition until the weather warmed up. There was a <br />discussion on the payment of her license fee in compliance with the ordinance. <br /> <br />AUGUST E. GROSSLEIN BgILDING PERMIT <br /> <br />A discussion on Mr. Grosslein and the City's position if he should come in <br />and ask for a building permit. The Council was assured they could review <br />the plans and specifications on the new building if they desired prior to <br />the Building Official issuing the permit. <br /> <br />Motion by Councilman Cox to not issue a permit until reviewed by the Council. <br /> <br />Motion died for lack of second. <br /> <br />A discussion on the problems of the area followed in regards to the drainage, <br />screening and street improvements. Screening seemed to be of major concern <br />of the Council and feel they want to review his plans for the site prior to <br />issuance of a building permit. <br /> <br />Motion by Councilman Cox and seconded by Councilman Mickelson directing staff <br />to work with Planning and Zoning on site plan review in the commercial and mul- <br />tiple dwelling areas in regards to screening, drainage, parking, etc. <br /> <br />Motion carried. Voting yes Mayor Gamec, Councilmen Mickelson and Cox. Voting <br />no None. <br /> <br />Motion by Councilman Cox and seconded by Councilman Mickelson to do a site <br />plan review on the proposed new building for August E. Grosslein prior to <br />the issuance of a building permit. <br /> <br />Motion carried. Voting yes Mayor Gamec, Councilmen Mickelson and Cox. Voting <br />no None. <br /> <br />CONDITIONAL USE PERMIT; CASE OF GEORGE DIEMERT III <br /> <br />Mr. George Diemert III was present to discuss his request for a conditional <br />use permit with the Council to construct a temporary greenhouse (for a whole- <br />sale hobby) on property he is purchasing in Ramsey. A general discussion <br />was held in regards to the commercial aspect of this request and the affect <br />it would have in the residential area. Mr. Diemert assured the Council it <br />was only a temporary building and he would not have any large trucks making <br />deliveries, etc., except maybe once or twice a year to deliver about six <br />yards o~ dirt for his plants. Access for the delivery of dirt was discussed <br />at length and the type of drive that should be so as not to deter from the <br />traffic. Screening from the temporary building is a major concern of the <br />Council. <br /> <br /> <br />
