Page 2
?ublic Hearing
April 16; 1979

The evergreens were planted by him with the help of the Dept of Agriculture
to help stop wind erosion. He feels 161st is wide enough.

Mr. W. Mox spoke on behalf of his father. He explained that a shelter belt
was planted on three roads and he is concerned that the road would wipe out
several hundred trees.

Engineer Raatikka said the road is now 28 to 30 feet wide and it would be
widened to 32 feet maximum. It would mean a very minimal removal of trees,
if any.

Mr. Mox asked about unit cost and per foot cost and how these were arrived at.

Engineer Raatikka replied that there are two units of $466 plus whatever front
foot Mr. Mox has.

Mr. Delaney asked how his property is determined to be 16 units.

Engineer Raatikka replied that it requires at least 200 feet to get a unit.

Mr. Delaney asked how the number of units is determined.

Engineer Raatikka replied that he used approximately three acres to a unit.

Mr. Delaney said he has two swamps on his land and doesn't feel he should be
assessed for them.

Engineer Raatikka explained that he took that into consideration and eliminated
the Westerly portion of Mr. Delaney's land.

Mr. Delaney said he.has li-ved-qqer~ for 53 years with the road unpaved. He
has no intention of developing and has no use for the road. He asked if the
16 units meant he could develop 16 pieces of property.

Engineer Raatikka replied that he inferred that 16 units would include both
pieces of his property and that he would be paying front footage on the road
that runs along the property.

David Full, 16325 Marmoset, presented a letter.

Mayor Gamec read the letter which stated people in Woodlawn Estates feel this
road benefits someone else, not them. They feel they already paid when
blacktopping went through their development. The letter included a signed
petition objecting to the improvement.

Mr. Full stated that all of the homeowners in the area signed the petition
except two who are moving out of the area.

Mr. Green, 16011 Kangaroo said that Oakridge Estates entrance can't be more
than 300 feet from Armstrong Blvd., therefore it is a frivilous reason for
blacktopping the street.

Gary Albrecht, 16424 Okapi Street, asked by what and how was 153rd paid for.

Mayor Gamec explained that 153rd Avenue is an MSA street, designated as a major
