Page ~
Public Hearing
April 16, 1979

thoroughfare, 153rd West and East will link the City's major collector streets
where developments enter onto it. Variolite is another MSA street that will
link Armstrong Blvd.

Mr. Tom Austin, 8324 159th Lane, asked if the City planned to pave all of 161st
from the Gun Club.

Mayor Gamec said that it is assumed that it will be paved.

Mr. Austin asked what is the cost of grading and Class V.

Engineer Raatikka replied approximately $20,000.

Mr. Austin asked if them isn't someway that general City funds could be used
to do these projects West of 83rd.

Mayor Gamec said that it could be a possibility.

Mr. Boyd Hanson, 8241 161st Avenue states he is curious about these funds,
are these gas taxes that he contributes to and is that what is being referred to.

Mayor Gamec replied, yes, and that at present Variolite Street is the most
expensive MSA street, it has taken three years of City funding strictly for
Variolite.

Mr. Austin asked if there are other dollars in the City fund that could be
used instead of MSA funds.

Mr. Albrecht asked if there is money in the General Fund that could be used.

Administrator Schnelle stated that there is no money at present in the General
Fund that could be used forthis purpose. The City would have to bond for this
project and levy on taxes next year.

Mr. Full said he can't understand why the City has to assess this on a unit basis.

Mr. Delaney asked if that road hadn't just been upgraded, so where does the
City come up with the Class V and grading amount.

Mayor Gamec explained that the City allows for this to be bid high. It may not
require that amount but the higher amount is shown to take care of inflation
etc.

Carl Page asked why the street was proposed to be widened.

Engineer Raatikka said there are no ditches along 161st Avenue.

Mr. Page said he feels it will be one big dragstrip and that there is now room
for one stalled car. Why should a street that isn't being used have to be
wider than 83rd or 154th. If it isn't a necessary road, why such an elaborate
road?

Engineer Raatikka explained that this is a standard suburban street sectionar the
City.
