Page 1 <br />Public Hearing <br />April 16,1979 <br /> <br /> PUBLIC HEARING <br /> CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />Pursuant to due call and notice thereof the Ramsey City Council held a <br />Public Hearing on April 16, 1979, at 15153 Nowthen Boulevard N.W., Ramsey, MN <br />55303 <br /> <br />Members Present: <br /> <br />Members Absent: <br /> <br />Mayor Gamec <br />Councilman Cox <br />Councilman Reimann <br />Councilman Sorteberg <br />Councilman Mickelson <br /> <br />Others Present: <br /> <br />City Adm. Schnell~e <br />City Engr. Raatikka <br /> <br />Mayor Gamec called the Public Hearing to order at 8:47 P.Mo <br /> <br />The purpose of the Hearing is to present a proposed street improvement project <br />for 157th Lane N.W., 158th Avenue N.W., 158th Lane N.W., Kangaroo Street N.W., <br />Hedgehog Street N.W., Ferret Street N.W., and Eland Street N.W. lying within <br />Whispering Pines Estates - Plat 3. <br /> <br />Mayor Gamec reported that this proposed project resulted from a request for <br />blacktop by petition. 67 percent of the homeowners signed the petition, of <br />62 lots, 59 are occupied and 50 signatures are on the petition. <br /> <br />Engineer Raatikka reviewed the proposed street improvement project for a rural <br />cross section and presented the project costs. Regarding driveway culverts, the <br />City policy is that homeowners are responsible for putting in their own <br />dri.veway culverts. The City will not put in any. <br /> <br />Mayor Gamec commented regarding restoration, reflecting that the project cost <br />includes restoring ditches, reseeding and putting them back in order. The <br />cost figures are inflated to take in any added costs. In most cases the bids come <br />in at a lower rate. <br /> <br />Councilman Cox requested that the Engineer explain the policy on connecting <br />driveways to the road. <br /> <br />Engineer Raatikka explained that driveways within three feet of the roadway <br />would be connected to the proposed road. Any farther back are the owner's <br />responsibility. <br /> <br />Councilman Cox added that people desiring to have their driveways done should <br />contact the City as soon as they know who the contractor will be. <br /> <br />Mayor Gamec reiterated that the City doesn't get involved with the cost of <br />blacktopping the driveways. Homeowners shQuld get in contact with the contractor <br />doing the project. <br /> <br /> <br />
