Special Council Meeting <br />Apri~l.20~-!979- ?age 3 <br /> <br />Mayor Gamec asked Don Otter if there were ways he could adhere to the ordinance. <br /> <br />Mr. Otter replied that it is an inherent affluent of sanitary landfill <br />operations to have wind blown paper, the nearby subdivision has had paper <br />on a few occasions and he took steps to close operations but the problem <br />is trucks have no place to go once they are loaded. They are constantly <br />striving to develop new techniques to collect wind blown papers, aerodynamic <br />studies have been done, studies on fencing and how high the paper goes, <br />these are inherent affluents and there is no way of stopping it. They <br />try to comply with all of the ordinances both PCA and County. In fighting <br />winter, it is very difficult with the amount of snow to keep it all under- <br />cover. They always have a Spring clean up recovery, it is very wet this year <br />due to the rain and that is why they haven't got it all accomplished yet. <br /> <br />Sue VanWagner asked Mr. Otter what he proposed to do to her backyard, is that <br />her problem or his. <br /> <br />Mr Otter - that is his problem. <br /> <br />Sue VanWagner asked who would clean up the south side of the dump. <br /> <br />Mr. Otter - it is the landfill's responsibility and he came to work with <br />Mr. Johnson to set up schedules and they..:are trying out a new machine, a <br />vacumn specifically for collecting wind blown paper. He had up to 25 people <br />out in the subdivision picking up paper, and he is trying to maintain the <br />continuity of keeping the inside picked up. <br /> <br />Sue VanWagner asked if this has to be a ski hill. <br /> <br />Mr. Otter - if it were to be left in the state it's in, it would be useless <br />as a public park and the City of Anoka would resent it if it weren't going <br />to be used as a park. It is not environmentally safe to leave it undone, <br />surface water infiltration, generation of gas, lechate, it has to go up to <br />be safe. <br /> <br />Engineer Sha - It is the City's long range concern of what will happen now <br />and as long as it is there, the worst thing is to stop it where it is. <br />All rain water falling there and not runni.ng off will pick up something on <br />its way through and contaminate the water. The point is the landfill <br />is there, it isn't going to go away and the quicker the cover can be put <br />on the better. The City's concern is to try and correct what has been done <br />in the past and try to get a grade so that water will run off and minimize <br />the time the landfill is soaking up water. <br /> <br />Jana Hatch asked what is phase II. <br /> <br />Mr. Otter - said the site was planned to develop in three phases: <br /> I-north phase, east and west <br /> II-strip on the southerly portion also east and west <br />III-construction of ski hill down middle working form east to west, cap will <br /> be placed over phase I, II, III. <br /> <br />Jana Hatch - she is also concerned about sun rights and solar heating which <br />could be affected if the hill blocks the sun. <br /> <br /> <br />
