Special Council Meeting <br />April 30~ 1979 Rage 4 <br /> <br />Mr. Hutchison - the County surveyor looked into this question and he reports <br />that~ything 19 feet high would have approximately equal obstruction as <br />the hill itself at maximum development projecting that her 35 foot trees <br />would be the limiting factor by far. <br /> <br />Jana Hatch - they haven't blocked her direct light, not that close to her <br />house. <br /> <br />Mr. Hutchison - that is the figure the surveyor gave. The height of the hill <br />is now 40 feet above the blacktop and he used the maximum fill figures at the very <br />top for his report. <br /> <br />J. Hatch - still feels that the sun will be unable to get to her house <br />once the hill is completed. <br /> <br />Mr. Dunn presented a chart showing the elevation of the height of the hill <br />approximately 1100 feet from her property line and anything, trees, etc. <br />19 feet or higher would limit the sun. <br /> <br />Mayor Gamec reported that one of the solar energy firms they talked to said <br />they take into consideration the sun at its highest point and coolest point <br />when installing these systems and they put them in so they will collect <br />sunlight and in some cases they had to cut trees etc. <br /> <br />Linda Ziemer, 15010 Kamacite, spoke regarding violations of the landfill. <br />She said she lives onHe west side of the dump and can see action of the dump <br />at all times which is violation of the ordinance and asked if they are going <br />to change the ordinance since they can't stop the dump and they are already in <br />violation of the present ordinance. <br /> <br />Mr. Hutchison - he is not aware of changing any ordinance. Proven violations <br />are a criminal matter and not same as civil matter. The present ordinance <br />doesn't require it to be totally obstructed, it says "reduced", and one <br />way is physical separation, physical barrier. <br /> <br />Marilyn Gml]'agher asked if the trucks had to go along the terrace road. <br /> <br />Mr. Otter - it is their concern as the subdivision develops to try and get <br />the west side completed as far as practical but it can't be built entirely, <br />it is necessary to construct the west slope and lead to the east. They will <br />be constructing a perimeter berm around the westerly and completely on the <br />exterior slope toward the subdivision and should be back to put another layer <br />of berm later to try to minimize the impact of the landfill. <br /> <br />S. VanWagner - how long until it is completed. <br /> <br />Mr. Otter - the final grades of the ski hill, four years, 1983. <br /> <br />M. Gallagher - asked if the park and ski. resort are approved to go for sure <br />and when will they start it. <br /> <br />Mr. Otter - he is paying funds to the City of Ramsey to be escrowed for that <br />purpose. <br /> <br />Mayor Gamec said the City's main concern is the runoff and design for it <br />and ground water pollution, the ski. hill is just a suggestion. <br /> <br /> <br />
