Special Council Meeting <br />April~30~_!9Y9 Page 5 <br /> <br />Councilman Reimann said it can't be decided at this time, the Council that is <br />here and the people at the timethelandfill Cs completed will decide what <br />to do with the hill. <br /> <br />Erica Sitz, 6521 154th Lane asked if it would be possible to get the same <br />slope and angles, etc., with dirt fill and a smaller hill instead of having <br />it as a landill. <br /> <br />Mr. Clark (PCA)- it might be possible, however, the plan as it has been approved <br />doesn't address that problem. The plan addresses the final elevation of the <br />landfill. <br /> <br />E. Sitz questioned if the hill has to go to 130 feet and if it could be stopped <br />now and still avoid ground water contamination. <br /> <br />Mr. Hutchison' - there is more involved, it would lend itself to long term <br />maintenance, it is not just the height that is a factor in stopping the ground <br />water infiltration. <br /> <br />A resident asked when it would be capped. <br /> <br />Mr Otter - in 1984, the last of solid waste cap will be during and throughout <br />that particular phase. <br /> <br />Mr. Wyatt, 15001Ramsey, asked why they were finishing one slope and going <br />on from there. <br /> <br />Mr. Otter - it is handled that way so it doesn't erode, he is using methods <br />to seed the slope to prevent erosion, site material-.sludge from Minneapolis <br />water treatment plat, clay lime sludge will minimize infiltration of surface <br />water. The lime sludge must be placed prior to the top soil and seed and <br />it can't be put on in frozen conditions. They would like to get the west section <br />done as soon as possible. This is subject to 1978, 1979 County commitment <br />that this will be accomplished and it should be done by Fall. <br /> <br />M. Gallagher - questioned the lime hazard. <br /> <br />Mayor Gamec - the City tree inspector is investigating the effect of the <br />lime on the trees but test results are not back yet. <br /> <br />Mr. Hutchison. - the lime was never tested for hazard in dry powder form. <br /> <br />M. Gallagher - children play in it and she wants it checked to see if it <br />could cause burns and lung irritation. <br /> <br />T. Clark (PCA) - when the lime is contacted by rainfall, it is primarily <br />acidiq and breaks down considerably. <br /> <br />Mayor Gamec asked if the lime sludge is stored. <br /> <br />Mr. Otter -' it is stored during winter and does break down dur~.ng storage. <br /> <br />Mr. Hutchis~on.~ - County agent had been contacted regarding the dying trees <br />and he reports no si.ngle cause of deaths draught of 19'76 is just now starting <br />to show, planted too close together, soil not right and heavy planting was <br />done in a soil that is too well drained etc., also beatles and moths are <br />affecting the trees. <br /> <br /> <br />
