Gallagher asked if there could be another fence on the terrace road to help <br />keep debris from coming down. <br /> <br />Mr. Otter - the winds that blow on a few occasions literally broke off <br />steel posts and the fence she is talking about would be blown down two - <br />three times a year and he would be constantly going out to repair it. <br /> <br />M. Gallagher asked if Mr. Otter had received an extension regarding covering. <br /> <br />Mr. Otter replied yes, due to not enough lime sludge and landfill. <br /> <br />M. Gallagher - people within 1/4 mile area of landfill must be notified of <br />changes in ordinances, variances, etc., why weren't they notified. <br /> <br />Mayor Gamec - this is not varying from the ordinance, only granting of <br />an extension. <br /> <br />Sharon Wentura stated that they were not notified of the change in elevation, <br />originally it was to be ground level or lower, they weren't aware of the <br />height. Regarding sun rights, land to the north 80 acres owned by Westphal, <br />good area for development, that property will be more seriously affected. <br />Did they make any calculations of other property? She feels property on the <br />north will be more severely affected, something should be shown in the report <br />for this area also. <br /> <br />Mr. Hutchison. - No, there are so many variables it is difficult to answer <br />how the sun will affect it. <br /> <br />Jan Riter, 6522 153rd Avenue N.W. - What will affect the water in the future <br />years? Whose water is tested? Can it be tested in the future so there is <br />no contamination? <br /> <br />Mr. Sha- It is a good idea for anyone who feels there is a change in their <br />water condition to have a complete chemical analysis taken. The County <br />Health Department knows more about the wells in this area than anyone else, <br />there are five monitoring wells around the landfill being sampled once a <br />quarter. Deposits of water ought to be analyzed and if contamination is indi- <br />cated the next step would be to go back and check for strong contaminates, <br />in addition, some arrangement should be made for monitoring private wells. <br /> <br />A resident at 6530 153rd Lane said his water is black, he got filters and water <br />softener and that took care of the water inside the house but his well water <br />on outside faucets is still black. <br /> <br />M. Gallagher - How far below ground did the landfill start? <br /> <br />Mr. Otter - 26 to 27 feet below the existing ground level, five feet above <br />the highest known ground water. <br /> <br />M. Gallagher - Is it true that the first thing that went in was sewage treat- <br />ment plant waste from the City of Anoka? <br /> <br />Mr. Otter - he wasn't there when the landfill was started b~to his knowledge, <br />no, it didn't. <br /> <br /> <br />
