Page 1 <br />Public Hearing <br /> May 14, 19 79 <br /> <br /> PUBLIC HEARING <br /> CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />Pursuant to due call and notice thereof the City of Ramsey Council held a <br />public hearing at 15153 Nowthen Boulevard N.W., Ramsey, Minnesota 55303 <br />on May 14, 1979. <br /> <br />Members Present: <br /> <br />Mayor Gamec <br />Councilman Cox <br />Councilman Mickel son <br />Councilman Reimann <br />Councilman Sorteberg <br /> <br />Other Present: <br /> <br />City Adm. Schnelle <br />City Engr. Raatikka <br />City Attorney Goodrich <br /> <br />Mayor Gamec called the public hearing to order at 8:36 P.M. and announced <br />the purpose of the hearing is to present a proposed street improvement <br />on Gorham's Sandy Acres, Xkimo and Waco Street. <br /> <br />Engineer Raatikka presented the project and costs. He explained that if <br />the City crew does the grading and restoring of ditches, channel construction <br />costs of approximately $30,000 can be eliminated. The total annual cost <br />per home will be approximately $233. <br /> <br />This project lies in the Urban Service area of the City. At this time it is <br />not certain when public sewer and water will be available, but the street will <br />have to be torn out when they do come in. <br /> <br />Mayor Gamec explained that the City would first have to get a pipe for <br />connection at the lower southeast corner of the City before the sewer <br />would be available. A rough guess would be 20 years to have sewer to this <br />area. <br /> <br />Councilman Cox said it may look like it will be 20 years before sewer will be <br />available. Previous discussions indicated that sewer would be available <br />by 1981, however, the Pollution Control Agency and Metro Waste can't <br />get together in this matter and they 'don't know when it will be available. <br />But like other areas, it will come when it is needed, caused by people not <br />taking care of their septic systems. <br /> <br />Councilman Mickelson said the City will not get sewer until it is needed. <br />The people themselves are the ones who will determine when it will come. <br /> <br />Councilman Cox noted that the development is quite concentrated already. <br /> <br />Mayor Gamec explained what the City is trying to do is instruct persons in <br />the proper maintenance and use of their on-site septic system. Nobody on the <br />Council wants to see residential areas sewered, commercial yes, but not <br />residential. <br /> <br />Councilman Mickelson questioned if the ditches would handle the drainage <br />problem. <br /> <br /> <br />
