Page 2 <br />Public Hearing <br /> May 14, 1979 <br /> <br />Engineer Raatikka said that if residents feel it is a problem to the extent <br />that it warrants a drainage system, then maybe steps should be taken to <br />provide that type of system. <br /> <br />Mr. Jim Hale said his street was waved to the extent that people are forced <br />to dig themselves out and the road will have to be leveled off and high spots <br />taken out° (15211 Xkimo Street) <br /> <br />Engineer Raatikka explained that this type of road would be 1½ inches of <br />bituminous over three inches of Class 5, no berm, drainage will run off into <br />ditches into each ones yard and percolate into the g~ound. In the early Spring <br />and after heavy rain there will be water standing <br /> <br />Mr. J. LaRue, 151st, said someone told him blacktop had to be two inches and <br />the base had to be lime. <br /> <br />Engineer Raatikka replied that 1~ inches of asphalt is the standard the <br />City has been using in the past and is comparable to 5-ton design. The <br />street Mr. LaRue is referring to is a heavier design. <br /> <br />Mr. Downhour, Waco Street, asked if this project isn't going to correct <br />the water drainage problem, as he now has had six inches of water in his <br />basement after Spring thaw. <br /> <br />Engineer Raatikka said by providing ditches, the water should percolate into <br />the ground but in the Spring there will still be ponding. <br /> <br />Mr. Downhour said he has experienced problems every year before the frost goes <br />out of the ground and has no problem after that. <br /> <br />Councilman Cox asked if it would help Mr. Downhours's problem to install a <br />dry well. <br /> <br />Engineer Raatikka said a dry well has a limited capacity and would ice up in <br />the Spring, it would help in heavy rainfall, however the water problem <br />Mr. Downhour has would have to be piped out to correct it. <br /> <br />Mr. Tom Ekley, 15210 Waco, asked what the cost would be for a suburban <br />section street. <br /> <br />Engineer Raatikka said at least $500 to $1000 a unit. <br /> <br />Mr. Lyle Daugherty said that a road with no berm would sooner or later be <br />undermined by water. He questioned who is responsible to connect the <br />driveways to the street. <br /> <br />Engineer Raatikka said any driveways within three feet of the bituminous <br />roadway would be connected with the project, others further away are <br />the homeoxmers responsibility. <br /> <br />Mr. Daugherty said he didn't want a bituminous apron as he has a cement <br />driveway, he is further back than three feet. <br /> <br />It was explained to Mr. Daugherty that he would have to pay for his own <br />connection and also for a culvert if one was needed. <br /> <br /> <br />
