Page 3 <br />Public Hearing <br /> May 14, 1979 <br /> <br />Mr. Daugherty also questioned if the amount of asphalt is 1½ inches is <br />it compacted to 3/4 inches, and also feels three inches of Class 5 isn't <br />enough. <br /> <br />Engineer Raatikka replied that the asphalt is a minimum of 1~ inches after <br />compaction and the 3 inches of Class 5 has been working in the Past° <br /> <br />Mr. Waller, 150th, stated that the type of material that the road is being <br />laid on determines the thickness, sand is a good base, clay or peat would <br />need a greater thickness. <br /> <br />Engineer Raatikka replied that is correct. <br /> <br />Mr. Waller asked about seeding of ditches and culverts. <br /> <br />Engineer Raatikka said black dirt would be spread first and then seed as this <br />promotes the growth. <br /> <br />Councilman Reimann said if the City Engineer feels a culvert is necessary, <br />it is the owner's responsibility to install and pay for it. <br /> <br />Mr. Neil Anderson, 15250 Yakima, asked what kind of job they are going to do <br />regarding ditches. <br /> <br />Engineer Raatikka said they will be matching the yards and will go back as <br />far as necessary and try to stay within the property line, it will be done <br />in a manner to make it as asthetic as possible. <br /> <br />Mr. Anderson questioned why Yakima Street is the only street in his area <br />that doesn't have a concrete V, where is water going to go if culverts <br />are put in. What happens to the individuals on Zuni Street if culverts are <br />lined up and water all collects in one area. <br /> <br />Engineer Raatikka said it is the intention to leave it the way it is and <br />just put in ditches for water to stand in and percolate away if culverts <br />are left out. <br /> <br />Mr. Anderson said culverts would just transfer water from one neighbor to <br />the next and give them the problem. <br /> <br />Engineer Raatikka said this is the purpose of the p~blic hearing to get input <br />from citizens and if people want a storm sewer. <br /> <br />Mr. Anderson askedwould such a system eliminate the water problem. <br /> <br />Engineer Raatikka replied yes, a drainage system would run water to the <br />river or somewhere else. <br /> <br />Mayor Gamec said if people want to do the project with storm sewer that a <br />new feasibility study will have to be done and another public hearing. <br /> <br />Mr. Anderson questioned if the citizens would want to go with a storm sewer, <br />pay more, and get a better job. He is concerned about standing water <br />in his neighbors yard and feels that what is proposed won't solve the problem. <br /> <br /> <br />
