PAGE 2 <br />PUBLIC HEARING <br />MAY 29, 1979 <br />STREET IMPROVEMENT <br /> <br />Duane Emerson, 16301 Jaspar, said the proposed road will end at his corner, <br />it won't even go in front of his driveway and he doesn't want the road if it <br />would not be in front of his driveway. <br /> <br />Engineer Raatikka suggested they proceed with the project and see if there is <br />enough interest in the rest of the area for the improvement and it could be <br />added on later as a change order. <br /> <br />Tim Scannell, 16202 Jaspar, questioned when sewer and water will come through. <br /> <br />Councilman Cox said that this area is one of the oldest developed areas in Ramsey <br />and has concentrated development. The Metro Waste Commission and Metro Council <br />haven't yet been able to get together and determine when they will provide sewer <br />to Ramsey. Sewer comes to communities by mis-using of septic systems. <br /> <br />Mayor Gamec explained that the southeast corner of the City will be the area <br />where the trunk line will be available but it won't be for at least ten years. <br /> <br />Mr. John Broderick, 7023 161st Lane N.W., asked if he will be assessed twice since <br />blacktop will not entirely cross his property with this project. He would like <br />it stopped before his house if this is the case. <br /> <br />Mayor Gamec stated that chances are it wouldn't be, but this will be looked into <br />and the Council may order a hearing for the street improvement project to be <br />extended into the whole area thereby eliminating any possibility of that happening. <br />Mr. Mike Bozegh, Jaspar Street, asked what the restoration would consist of. <br /> <br />Engineer Raatikka explained that it would be top soil, seeding and mulch. <br /> <br />Mr. Bozegh asked if people who needed to have their driveways installed could have <br />it done at the same time. <br /> <br />Engineer Raatikka said they could contact the contractor doing the project and <br />have it done at their own expense. <br /> <br />Mr. Bozegh asked if corner lots were going to be assessed more than interior lots. <br /> <br />Engineer Raatikka answered no.. <br /> <br />Mr. Bozegh asked if there is a chance that the price on this Will increase. <br /> <br />Engineer Raatikka said there is a chance but based on bids taken earlier this <br />Spring they should come in lower than estimated. <br /> <br />Jack Menkveld said the bids on Pineview Estates from last Fall to this Spring went <br />up 25 percent and bids are only good for 30 days. <br /> <br />Mr. Scannel wanted someone to check on corner lots because he wants to know if he <br />will be assessed again if they blacktop further at a later date. <br /> <br />Wallace Jackson, 161st, asked rather thanproperty owners bearing the cost of this, <br />i~ there is some State or County aids available to be used for the project. <br /> <br /> <br />
