Mayor Gamec said the problem is that once it is oiled and graded over again it
breaks up again.

Mr. Ayres said that oiling of roads is now allowed anymore.

Lloyd Moss asked if they considered spraying calcium chloride or a mixture of tree
sap and somthing on the streets.

Councilman Mickelson said they looked into it.

Councilman Cox said that Council has tried to figure out ways of saving tax dollars,
but look at Burns Township, not picking at them, but they used a mixture of
some type, spent a lot of money on it and are now trying to do something to
correct the road.

Ron Westby, 156th, asked about the existing cost per year for street maintenance
for residential homes..

Mayor Game c said the City doesn't have the cost broken down that way, the entire
City pays into the same street maintenance fund.

Mr. Westby asked how much more will it costs us per year.

Mayor Gamec said look at what the assessment will be.

Mike Hedberg, asked why a rural instead of urban street, doesn't that hold up better?

Engineer Raatikka said it would help the edge but in this area they would have
to cut down the streets and would have to deal with runoff-right now they have
ditches and if they put in the urban section they would have to put in storm sewers.

Mr. Fossum said as far as safety, in his area asphalt won't make much difference
on slowing them down, people are speeding through there at 50 MPH, it is like a
raceway. He feels it would eliminate enhancing kids to come out there and speed.

Mayor Gamec reported that Bill Morrow indicated to him that he decided to buy
a home in that area because he heard blacktopping was going in.

Cliff Morris, Jaspar Street said mud gets in the wheels of the car and they wear
out faster, shocks need replacement more often. What is the cost of the
blacktop alone?

Engineer Raatikka: $73,000.

Mr. Ayres said when the project was originally talked about, he thought it
was a mistake on the plan of the City to go down one blaock and then come in
and try to do the rest of the street two to three years later. He doesn't feel
it should be done in a piecemeal fashion. He hopes if this is voted down, that
161st could be done to the end of the street. He considers the fact that the
cost is going up and is in favor of the project.

Rog Anderson, 163rd, said the population is quite light and he questions the
need for a tarred road, with the energy crisis, maybe slowing down will save gas,
he is against it.

-S-
Public Hearing (Street) 6/12/79
