Mayor Gamec said if it can be divided into two 2~ acre lots it could be assessed <br />for two, if it is one where the house is in the middle so it can't be subdivided, <br />it will only be assessed as one lot. <br /> <br />Mr. Conklin asked what is the decision on unbuildable lots? <br /> <br />Mayor Gamec said persons who feel that it isn't buildable would have to come in <br />and show that it isn't a buildable lot. <br /> <br />Mr. Ayres asked the time to challenge, when would it be? <br /> <br />Mayor Gamec replied that if the project goes through, the assessment hearing would <br />be the time to challenge. <br /> <br />Jan Piper stated she did not realize there was a double assessment with these <br />larger lots. <br /> <br />Mayor Gamec added that this is only affecting a few of them. <br /> <br />Motion by Councilman Reimann and seconded by Councilman Cox to adopt the following <br />resolution: Resolution No. 79-48 Receiving the Engineer's Report dated June 11, <br />1979, Which was reviewed by the Council and citizens ~concerned at the public <br />hearing), and Resolution No. 79-48A Ordering the Improvement and Preparation <br />of Plans and Specifications and Calling for Bids. <br /> <br />Motion carried. Voting yes: Mayor Gamec, Councilmen Cox, Mickelson, Reimann <br />and Sorteberg. Voting no: None. <br /> <br />PARK BOARDS PROPOSED FIVE YEAR CAPITAL IMPROVEMENT BUDGET <br /> <br />Mr. Walz, member of the Park Commission, reviewed the proposed Capital <br />Improvement budget with ~e Council. <br /> <br />He said they are looking at existing parks, population, park needs, and that <br />they took a canoe down Trott Brook and hiked through poison ivy. In order to <br />qualify for Federal or State grants, it is required that the City have a five <br />year Capital Improvement Budget. <br /> <br />He said the plan development was presented for Titterud Park a few meetings <br />back. Some of the items they are considering in the budget are: <br /> -new matting in the hockey rink warming house, rubber type <br /> -constructing another rink, using City staff to put it together <br /> -moving the horse arena to Traprock Park <br /> -White Pines River Park Development-look at having DNR develop and City <br /> maintain, that would be the trade off-one thing against this is that <br /> there is another rest stop nearby. <br /> -possibility of getting access to Grass Lake <br /> -getting away from small neighborhood parks, reason: most people have <br /> swings and other playground equipment in their yards and they are <br /> hard to maintain. <br /> -acquisition of land for a park in the northwest part of the City. <br /> -cleaning out poison ivy, marking the type of trails, provisions <br /> for parking-these are being considered in ~egard to "trails" <br /> <br /> -2- <br />Special Council Meeting <br /> 6/12/79 <br /> <br /> <br />
