PUBLIC HEARING <br /> CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />Pursuant to due call and notice thereof the City of Ramsey's City Council held <br />a public hearing at Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey <br />Minnesota 55303 on June 12, 1979. <br /> <br />Members Present: Mayor Gamec Others Present: City Admin. Schnelle <br /> Councilman Cox City Engineer Raatikka <br /> Councilman Mickelson <br /> Councilman Reimann <br /> Councilman Sorteberg <br />Mayor Gamec called the public hearing to order at 7:50 P.M. and announced that <br />the purpose of the hearing is to present the details of the proposed project <br />and costs for a street improvement for Quartz Street N.W., Olivine Street N.W., <br />Marble Street N.W., Kamacite Street N.W., Jaspar Street N.W., 161st Lane N.W., <br />162nd Lane N.W., 163rd Avenue N.W., 164th Lane N.W., and 166th Avenue N.W.; and <br />to allow citizens to present input regarding the proposed project. <br /> <br />Mayor Gamec stated that this project was brought to Council's attention due to the <br />fact that a public hearing for street improvement was conducted on 5/29/79 <br />resulting from a valid petition from the other area of this development; and there <br />isn't a way that the streets could be paved in an orderly fashion to cut off the <br />paving due to the irregular layout of the frontage on the lots on the streets in <br />this area; and people who were present asked for this public hearing so Council <br />could receive input and consider improving the entire area. <br /> <br />Engineer Raatikka reviewed the specifications for the project and costs. <br /> <br />Keith Benneutiz, 16516 Quartz Street N.W., said he has more than 1½ inches <br />blacktop in his driveway and asked how long this street will hold up. <br /> <br />Engineer Raatikka replied 10 to 15 years is the life expectancy of a standard <br />street section. 1½ inches is the compacted thickness, the base and subgrade <br />materials are a factor on how it will hold up. <br /> <br />Cort Lechert, 16349 Marble Street N.W., asked about the base material. <br /> <br />Engineer Raatikka replied that Ramsey has a sand base which is very good for a <br />base material. <br /> <br />Linda Emery, 16462 Jaspar Street N.W., asked if it is decided tonight to put in the <br />streets, will she be responsible if she sells her home to escrow 150 percent of <br />the sum involved in the construction of the street? <br /> <br />Mayor Gamec said an amount would be held in escrow until the project is completed. <br /> <br />Mr. Ayres, 164th Lane N.W., asked about the cost, there was talk that this was <br />to be combined and he questions why they have a different cost study, why isn't <br />this looked at as a total. <br /> <br /> -1- <br />Public Hearing - (Street) <br /> 6/12/79 <br /> <br /> <br />
