Engineer Raatikka said it would be bid together.

Mr. Ayres asked if this cost is based on doing the project totally separate because
the same street in the other cost estimate is $1500 and now for the other part of
the street, the cost estimated is $1700.

Councilman Cox said the point is that neither of the figures is actual.

Mayor Gamec said when the bid is let out it will drop the cost for the entire
project.

Councilman Mickelson, said if this proje-t is approved the two projects will be
tied together and will have the same unit cost for the total project.

Jan Piper, Marble Street N.W., asked for background on ~ow this thing got started.

Mayor Gamec explained that a blacktop project is being processed for the other
area in this development from a petition received and because people came in
at that public hearing and wanted to know if they would get assessed twice if
the road went through as proposed due to the fact that the project was only
affecting a portion of their property and they were concerned that when the
rest of the area was done' that they would again be assessed.

Councilman Cox reported that there hasn't been a blacktop development in any
area of the City that has been encouraged by the Council. The Council is not
initiating this project and the determination will be based on a vote of the
people ~whether or not the rest of the area should be paved.

Jan Piper said she heard it was a project by word of mouth.

Mayor Gamec said it is the Council's feeling based on 'the previous meetings
request by citizens to hold this public hearing to determine if the people
wanted the rest of the area done so it could be done this year with the other
streets.

Mr. Jim Chester, 16350 Marble Street N.W., said they did not petition for this
and wanted to know if the City Council could order it.

Mayor Gamec answered that Council ordered this public hearing due to the fact
that the input from the last hearing indicated a desire for the improvement to
be considered. All attempts were made to notify the persons involved.

Mr. Bob Fossum, 164th and Jaspar said ten years down the road we will have to redo
it again and it will probably cost more because it will have to be ripped out
or cut down, do we have to replace the 1~ inches blacktop ten years down the road?

Engineer Raatikka stated it could last a minimum of ten to fifteen years.

Mr. Fossum noted a cost shown of $22/month, not including finance charges
involved, what are we incurring right now for grader to go through each time
it rains?

Mayor Gamec responded that it costs about $52/hour to have the grader go out.

-2-
Public Hearing (Street)
6/12/79
