Mr. Fossum: What is this going to save us? <br /> <br />Mayor Gamec: Looking at Azurite, 167th area, no maintenance in that area this <br />year and last year the road crew spent about 160 hours. <br /> <br />Councilman Cox pointed out that the ordinance requires new developments to install <br />the same type of streets as proposed for this development. Woodlawn Green <br />has been paved for five years and there has been no problem with breakup or <br />maintenance to this point. <br /> <br />Mayor Gamec said that the cost estimate is high and is based on the worst <br />conditions -- there is a one-year guarantee on these road, a bond is posted <br />for the amount of the project and the engineer inspects it before releasing <br />the bond to insure the quality. <br /> <br />Natalie Clausen, 7044 164th asked if Council wants a yes or no from them tonight. <br /> <br />Mayor Game c: Yes. <br /> <br />Ms. Clausen asked if the amount assessed could be paid immediately. <br /> <br />Mayor Gamec replied: Yes. <br /> <br />Ms.Clausen said she votes no. <br /> <br />John Higa, 161st and Kamacite, said if there is a "no" vote for this now, is it <br />likely in 4 or 5 years we will get the street at that time. <br /> <br />Mayor Gamec stated that as far as this Council is concerned, "no". But, the <br />City may assess the costs for maintaining unimproved roads in the future. <br />Paved roads eliminate dust and kids like to ride their bikes on them. <br /> <br />Councilman Cox reflected on the rising costs of petroleum products and said <br />it gives an idea of the changes in the costs 2 to 3 years down the line. <br />It takes a 4/5 vote of the Council to proceed with this project. The City <br />has equipment to take care of Class 5 streets, however, additional types of <br />equipment will be needed to care for improved streets. Future Councils can <br />order this kind of improvement without petition or approval of the people by <br />a 4/5 vote for the best interest of the City. They may look at cost of main- <br />tenance due to leapfrogging over the two different types of streets. It is <br />something to consider. <br /> <br />Jay Peterson, 16637 Marble Street, is against the logic that because something <br />is going up in the future to' do it now. He likes dirt roads, likes the fact <br />that people don't drive up and down them. He feels blacktop encourages people <br />to drive on the road. If we are going to blacktop the road, why don't we go <br />with public sewers, street lights, etc. <br /> <br />Mayor Gamec read a letter from M. P. Kennedy, 7165 163rd Avenue N.W., stating <br />he is against the paving of the street, and that if the street is paved that <br />more speed signs will be needed. Mayor Gamec said that all areas of the City are <br />being reviewed for signs. They are finding that speeders are the ones that live <br />in the area themselves. <br /> <br />Denise Braymeyer, 164th Lane said she is sick of the dust, would rather pay <br />her money now instead of more down the line, would rather have to stop on <br />blacktop than on sand if a kid came out in front of the car. <br /> <br />Mike Hedberg, 16320 Jaspar Street, asked if the project to complete the remaining <br />portion of Jaspar down to Ramsey Boulevard has already received Council approval? <br /> <br /> -J- <br /> Public Hearing (Street) 6/12/79 <br /> <br /> <br />
