STAFF P, tiPORTS

City Administrator

Adminstrator Schnelle presented a letter from the Department of Agri-
culture on the 1979 grant-in-aid from the MN Shade Tree Program whereby
the Program will reimburse 41% of eligible sanitation and reforestation
expenses. ~e P & R Commission and Councilman Reimann are to determine
where these trees may be planted.

The Community School Budget for 1980 has been received and there is
an increase.

Mayor Gamec stated that this would be reviewed by the budget committee.

Mayor Gamec discussed a new hockey rink and that it would be best located
at Ramsey Elementary School because of the lighting that is already there
etc. The total cost for adding a new rink is to be presented at the
next Council meeting.

Councilman COx requested that research be done toward setting up
a RYAARamsey Youth Athletic Association instead of using AYAAAnoka
Youth Athletic Association.

Mayor Gamec stated that there are persons working on e§.tgblishing
a program for Ramsey.

Councilman COx expressed his concern that the school district
not cooperating as far as any capital improvements for the playground
etc. That Ramsey's children have to go into Anoka for activities and
playgrounds, however, Ramsey's citizens are paying for something they
are not getting. The school district is not upgrading the facility at
the only one (1) school that the City does have. The revenue they
are receiving from Ramsey's citizens should come back into this community.

Councilman Cox requested that a letter be sent to the appropriate agencies
regarding the State Aid issue to try to clarify further Ramsey's position.

Mayor Gamec stated that future recommendations on State Aid will be
coming through the Governor':s office.

Councilman COx said he feels the way the State Aid formula is established
at present it is out and out thievery, they are stealing from the people
in Ramsey and giving it to benefit the established non-frugal communities
in the State of Minnesota.

Motion by Councilman Cox and seconded by Councilman Reimann that the
City Council send a letter in objection to the Local Government Aids
we have received this year indicating to them that the Council feels
this is out and out thievery.

Regular Council Meeting
AuguS.t 27, 1979
Page 4
