Councilman Mickelson said the problem with. using pipe to correct the <br />problem is that any settlement will cause the whole system to break and <br />malfunction, especially with the pipe running down the middle of the road. <br />There would be less chance of a break up if the pipe is laid in the ditches. <br /> <br />Councilman Cox said he has very little confidence that this will work and that <br />he is very disgusted with this project~ it would have been better to spend <br />another year's construction fund and have it right, now we have nothing. <br /> <br />Councilman Mickelson questioned if Engineer Raatikka felt it would hold up <br />since he is the one that designed it. <br /> <br />Engineer Raatikka replied, "Yes". <br /> <br />Councilman Cox asked if it were his dollars being spent, which plan would <br />he use, down the middle or along the ditch. <br /> <br />Engineer Raatikka said that both ways would work, however, it would <br />probably be better down the center of the road and he feels it would do the <br />job just as well. <br /> <br />Discussion was held on whether the pipe would be laid deep enough to keep <br />it from freezing and whether having the pipe laid along the side of the <br />road would be better. <br /> <br />Motion by Councilman Reimann and seconded by Councilman Cox to go with <br />the other alternate plan along the ditch with extra gravel and not to <br />exceed a cost of $6500. <br /> <br />Motion carried. Voting yes: Mayor Gamec, Councilmen Cox, Mickelson, Reimann <br />and Sorteberg. Voting no: None. <br /> <br />Councilman Cox said he wants Engineer Raatikka to watch the area by the Brook <br />closely. <br /> <br />Councilman Mickelson said he feels that there was a problem to begin with and <br />that there wasn't enough testing by engineers or something. <br /> <br />Councilman Cox expressed his disappointment with this project stating that <br />had the City spent more money and had the job been done right in the first <br />place, we would have been farther ahead. <br /> <br />FLOOD PLAIN ORDINANCE <br /> <br />Attorney Goodrich said the Council is to review the model ordinance and a public <br />hearing will have to be scheduled on October 22, 1979 and then it will have <br />to be sent to the Flood Plain persons in Chicago. <br /> <br />Mayor Gamec suggested the City contact Representative Clawson ~egarding <br />Scenic & Wild Rivers and flood plain and see if there are monies available <br />for funding purposes. <br /> <br />Motion by Councilman Reimann and seconded by Councilman Cox to schedule a <br />public hearing for October 22, 1979 in regard to the proposed Flood Plain Ordinance. <br /> <br />Regular Council Meeting - September 24, 1979 <br /> Page 7 <br /> <br /> <br />
