PUBLIC HEARING <br /> CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />Pursuant to due call and notice thereof the Ramsey City Council held <br />a public hearing at the Ramsey Municipal Center, 15153 Nowthen Boulevard, <br />Ramsey, Minnesota 55303 <br /> <br />Members Present: <br /> <br />Mayor Gamec <br />Councilman Cox <br />Councilman Re imann <br />Councilman Sorteberg <br />Councilman Mickelson <br /> <br />Also Present: <br /> <br />Adm. Schnelle <br />Engr.. Raatikka <br />Atty. doodri.ch <br /> <br />Mayor Gamec called the public hearing to order at 6:59 P.M. <br />He explained the purpose of the Assessment Hearing is to consider <br />the assessment for 161ST STREET AND LLAMA STREET and that the <br />City is conducting these hearings at this time to save one years <br />interest. He stated that there is still some work to be done on <br />some of the projects; restoration of ditches, repairing of test holes, <br />some driveways that need to be matched to the street, etc. He stated <br />that anyone wishing concrete extensions on their driveways should <br />contact the City before proceeding. He also explained that those <br />persons with existing driveways within three feet of the road <br />surface had their driveways cormected to the street by the project. <br />And, that due to drainage problems created by the project itself <br />that some driveways had to be done up to six and eight feet. <br /> <br />Engineer Raatikka reviewed the project and the costs. <br /> <br />Councilman Mickelson arrived at 7:00 P.M. <br /> <br />Gary Albrecht, 16424 Okapi Street asked why the Citywent-away from <br />the street assessing policy for our particular type of street? <br /> <br />Engineer Raatikka stated that this project was assessed as such due <br />to the fact that this road serves the other additions as an access <br />FO ad. <br /> <br />Mayor gamec commented that most of the projects have been done on <br />a unit basis. <br /> <br />Mr. Albrecht questioned that by assessing equally if that is saying <br />that they are benefitting equally. <br /> <br />Mayor Gamec said that they were benefitting because they of the. us~' <br />availability of the street. <br /> <br />Attorney Ceodrich explained that the legal obligation is to show benefit <br />for the amount of what the assessment is, to show the property bene- <br />fitted by the amount of the assessment. <br /> <br />PUBLIC HEARING <br />161 & LLAMA STREET <br />October 9, 1979 COUNCIL <br /> -1- <br /> <br /> <br />
