2. INTRODUCTION <br />2.1 Authorization <br />The preparation of this report was authorized by the Ramsey City Council on July 14, 2015. <br />This project has been designated as City Improvement Project No. 16-00 Division C. <br />2.2 Program Overview <br />In support of the City of Ramsey's long-term Street Maintenance Program, the bituminous <br />pavement and curb sections on approximately 9,990 linear feet (1.89 miles) of public streets <br />including Andrie Street from Alpine Drive to 164th Lane, and 164th Lane from Andrie Street to <br />Jarvis Street, need to be reconstructed. Improvement Project 16-00 Division C proposes to <br />reconstruct the pavement and curb sections and complete other appurtenant work as needed on <br />these two urban street segments. <br />In the fall of 2015, City staff evaluated and rated these pavement sections at a Pavement and <br />Surface Evaluation Rating (PASER) rating of 2. PASER ratings are a numerical index between <br />1 and 10 that indicate the condition of a pavement based on the various pavement distresses <br />recorded during visual observations. A PASER value of 10 represents a brand new pavement <br />section, while a PASER rating of 1 represents a pavement section that has fallen into total <br />disrepair requiring complete reconstruction. <br />The City's pavement evaluation process involves a visual evaluation of each street's pavement <br />surface throughout the City based on the type, extent and severity of each form of pavement <br />distress observed. Numerous types of pavement distresses may exist within a pavement section <br />including, but not limited to, alligator cracking, block cracking, longitudinal cracking, transverse <br />cracking, rutting, raveling, shoving, potholes and patches. This field data is used to determine <br />the current PASER rating for each street segment. <br />Once staff gathers the updated field data, it is recorded into the City's Microsoft Excel pavement <br />management database. This database is then used by Staff to determine the most cost-effective <br />pavement rehabilitation method for each street segment, and to schedule upcoming long-term <br />Street Maintenance Program projects. <br />2.3 Scope <br />City of Ramsey Improvement Project 16-00 Division C proposes to reconstruct the bituminous <br />pavement and curb sections and complete other appurtenant work on two urban street segments <br />connecting Alpine Drive and Jarvis Street through the Northfork development in the southwest <br />corner of the City. The street segments proposed to be reconstructed total approximately 9,990 <br />linear feet (1.89 miles) in length and include: <br />• Andrie Street (approx. 6,330 linear feet) from Alpine Drive to 164th Lane <br />• 164th Lane (approx. 3,660 linear feet) from Andrie Street to Jarvis Street <br />A map showing the location and scope of the proposed improvements on these two streets is <br />included as Figure 1 in Appendix A. <br />Feasibility Report <br />Andrie Street and 164th Lane Reconstruction <br />City of Ramsey Project No. 16-00 Division C <br />Page 3 <br />
