Residential driveway entrances will be reconstructed to varying degrees with this project. <br />The limits of construction will vary with each driveway based on the elevation of the <br />street abutting the driveway and the pavement type. During design, staff will evaluate the <br />construction limits for each driveway and will incorporate this into the plans, but as with <br />all street reconstruction projects the exact limits of construction will be determined in the <br />field during construction. Right -of -entry forms will be required from each residential <br />property owner to complete any work outside City right-of-ways and easements. <br />Special concrete (driveways and sidewalks): <br />Currently, two driveways and one sidewalk along the corridor are constructed with <br />stamped and/or colored concrete. These will be proposed to be reconstructed in-kind, <br />which will require Staff to work closely with the property owner to ensure the proposed <br />work is acceptable. Costs for this work are not specifically included in the engineer's <br />opinion of probable costs, but are accounted for in the contingency costs. <br />Aggregate Base Class 5 (modified): <br />The City owns a stockpile of aggregate base class 5 modified which is located on the <br />future Public Works campus property. This material meets the City's aggregate base <br />class 5 modified specifications and is therefore proposed to be used to augment the <br />aggregate base class 5 product produced by the pavement reclamation process. <br />Irrigation Systems: <br />Staff estimates approximately 90% of the properties along the project corridor have <br />private irrigation systems, and the City has typically repaired private irrigation systems <br />that are damaged as part of a street reconstruction project. Staff therefore added a line <br />item to the engineer's opinion of probable costs for this repair work, and entered an <br />amount of $1,000 per parcel. Staff will contact each property owner before construction <br />begins and offer to provide flags to the property owners so they can mark the locations of <br />their sprinkler heads to help the contractor avoid impacts to their systems. <br />Parking Restrictions: <br />Parking is currently provided along both sides of the streets and is not currently restricted <br />except for overnight parking per City code. As a result of this project, the City will need <br />to more vigorously enforce parking restrictions since parking will only be provided along <br />about 35% of the project corridor on one side of the street. <br />4.2 Stormwater Treatment <br />The existing drainage and storm sewer system requires improvements including adding concrete <br />curb and gutter and providing additional catch basins along curb lines to reduce the width of <br />stormwater encroachment onto the pavement surface during rainfall and snowmelt events. Sub - <br />drain pipe will also be added along the outside edges of subgrade correction at low points to <br />ensure adequate subgrade drainage. <br />Stormwater retention and/or treatment improvements may be required for this project since the <br />street is proposed to be widened up to 8 feet over approximately 35% of the project corridor, <br />resulting in a net increase of connected impervious area of approximately 0.65 acres. Staff will <br />evaluate the need for additional stormwater retention and/or treatment improvements using <br />Feasibility Report <br />Andrie Street and 164th Lane Reconstruction <br />City of Ramsey Project No. 16-00 Division C <br />Page 11 <br />
