If needed, stormwater outlet pipes and ponding facilities will be increased in size, and structural pollution control devices and/or surface treatment improvements such as infiltration basins or trenches will be constructed. The engineer for the Lower Rum River Watershed Management Organization will be consulted to determine whether infiltration practices will be required with this project. 4.3 Water Main Improvements No watermain work is proposed with this project. 4.4 Sanitary Sewer Improvements No sanitary sewer work is proposed with this project. 4.5 Construction Methods The existing bituminous pavement sections will be reclaimed by grinding approximately 5" off the top of the existing bituminous pavement section, including the bituminous curb and pavement and class 5 aggregate base. Depending on whether the grade of the street needs to be adjusted to match the proposed profile, up to a foot of the existing subgrade soils will be scarified and compacted in place prior to placing the new aggregate base class 5 section. Paving will be completed in two separate lifts. 4.6 Private Utilities Staff has not yet met with the telephone, gas, and cable utilities regarding this project. During preparation of plans and specifications, staff will meet with the private utility companies to discuss the proposed improvements as noted in the project schedule within this report. The alignment and footprint of the streets will be considered to minimize impacts to private utilities. No impacts to power poles or street lights are anticipated with this project. Should any of the utility companies indicate that they wish to upgrade, replace and/or otherwise modify their services during this project, any such upgrades, replacements and/or modifications will be at the sole discretion and cost of the private utility. 4.7 Permits Permits that are anticipated to be required as part of the proposed improvements include: • MPCA General Stormwater Permit (NPDES) Grading and Storm Water • LRRWMO Permit WMO Stormwater Permit 4.8 Right-of-Ways/Easements Feasibility Report Andrie Street and 164th Lane Reconstruction City of Ramsey Project No. 16-00 Division C Page 12
