5.01: Public Hearing: Consider Ordinance #16-1 Establishing an Administrative Grading <br />Permit <br />Public Hearing <br />Chairperson Levine called the public hearing to order at 7:03 p.m. <br />Presentation <br />Housing Intern Healy presented the staff report stating the purpose of this case was to consider <br />adopting Ordinance #16-1 establishing an Administrative Grading Permit for certain grading <br />activities. Staff reviewed the Ordinance in further detail and recommended the Planning <br />Commission make a recommendation for approval to the City Council. <br />Citizen Input <br />Motion by Commissioner Bauer, seconded by Commissioner VanScoy, to close the public hearing. <br />Motion Carried. Voting Yes: Chairperson Levine, Commissioners VanScoy, Bauer, Andrusko, <br />Maul, and Nosan. Voting No: None. Absent: Commissioner Brauer. <br />Chairperson Levine closed the public hearing closed at 7:07 p.m. <br />Commission Business <br />Commissioner Maul suggested the reference to 40 cubic yards be further defined by staff. <br />Commissioner Andrusko asked how the City arrived at 40 cubic yards. <br />Housing Intern Healy reported he consulted with staff in addition to peer communities that have <br />used this same language. He explained 40 cubic yards was equivalent to four dump truck loads. <br />He indicated the engineering department determined this to be a fair amount of dirt to be moved <br />without oversight. <br />Community Development Director Gladhill stated questions typically arise from neighbors after <br />three or four dump trucks arrive on a property. He commented the City wanted homeowners to be <br />able to complete simple landscaping projects without needing to go through the permitting process. <br />Commissioner VanScoy asked what other requirements were in place for homeowners trying to <br />fill in wetlands. <br />Community Development Director Gladhill discussed the City's wetland impact requirements and <br />current Ordinances. He provided comment on the type of work that would not require an interim <br />use permit. <br />
