APPROVAL OF AGENDA

Motion by Councilman Reimann and seconded by Councilman
Mickelson to approve the Agenda with the addition of the
Addendum dated 11/13/79 and No. 7 regarding the job description
and advertising for a City Engineer. Also Attorney Goodrich
to report regarding the wild & scenic rivers ordinance.

Motion carried. Voting yes: Mayor Gamec~ Councilman Cox,
Reimann, Mickelson and Sorteberg. Voting no: None.

CITIZEN INPUT

Clark Wilson, 9012 175th Lane N.W., states he has lived in the
City since 1971, he likes his neighborhood, however, is upset
due to the construction of a modular home by Carson Builde2rs.~'
This modular building reminds him of an army barracks. This is
a very nice area and he is wondering if Council is going to
permit more of these types of homes to come into the City.

Mayor Gamec stated that Carson homes had presented the home
plan proposal to the Council approximately one month ago and
that an agreement was made with Carson homes regarding a
deadline for the completion of the home and that he had to
build a garage. The building official inspected ann approved
the home as meeting the State Codes. The house has a market
value in the $50,000 bracket. He noted that there are houses
within a block of this area with homes of the same type of
construction. It has a larger floor area than most of the
homes in that area.

A resident at 8600 176th Avenue asked what the code is in
the City and that she was mortified to see this type of house
go into her area but that the fact that a garage is being
added to it does appease her somewhat.

Larry Ferber, 17501 Baugh Street asked about the code on trailer
homes.

Building Official Berg reported that mobile homes are not allowed
except in mobile home parks, however, modular homes are acceptable.

Mayor Gamec reported that the State Senate may create a new
law allowing lower priced, smaller size~housing. But, at this
time, any modular homes have to be approved by the CounCil.
Council looks at the area where the house is proposed to be
located and the design of the house. He said the City Council
would like to see homes with garages because outside storage is
a problem and a hindrance.

Councilman Cox commented that the city has had strong ordinances
for quite some time to keep the quality of the housing above
average and if the modular homes meet that State code requirements
there is really nothing that the City can do to prohibit them.

Regular Council Meeting
November 13, 19 79
Page 2
