Permitted Uses: Staff removed the following uses based on the fact that the vehicular <br />trip generation is higher and the use typically related to the construction of a structure that <br />is significant in size: <br /> Free standing restaurants, cafes, on and off sale liquor <br /> Private clubs or lodges serving food and beverages <br /> Motels, motor hotels, and hotels <br /> Free standing banks <br /> Fast Food establishments <br /> Gas stations <br /> Convenience grocery and/or food operations <br /> Day care services <br /> <br />Associate Planner Wald noted that gas stations are proposed to be removed based on the fact that <br />they require large fuel tanks to be installed underground, and the City may not want to promote <br />uses that require extra environmental care upon relocating or removing the business activities. <br />She indicated Staff is proposing to allow banks, on and off sale liquor, and restaurants to be <br />located within the corridor as long as they are housed within a multi-tenant facility. She stated it <br />would seem that when these uses are located within a multi-tenant facility they are smaller scale <br />businesses than perhaps when located as stand alone businesses. She indicated Staff is cautious <br />to completely limit the type of uses within the corridor especially considering that the existing <br />multi-tenant facilities contain restaurants and liquor sales. She stated it is also Staff's opinion <br />that the City would still want to provide opportunities for multi-tenant buildings to succeed until <br />the highway improvements are scheduled and not implement such strict language that results in <br />multi-tenant buildings becoming vacant. <br /> <br />Accessory Uses: Staff inserted language to address allowing a limited amount of outside <br />storage with strict performance standards. Allowing for limited storage may allow a land <br />owner to construct a slightly smaller building, and therefore reducing the structure mass <br />within the corridor. <br />Standards: Currently the B-2 District states that maximum structure area is 35% of the <br />lot area. The 35% is measured based on the size of the footprint of the building. Staff is <br />proposing to maintain the 35% maximum structure area, however measure based on <br />building gross square footage instead of the footprint. This creates some reduction, but is <br />not as dramatic as originally proposed. <br /> <br />Staff is proposing to allow vinyl, metal, and wood siding within the corridor. This again <br />may provide the land owner some relief on the construction costs. <br /> <br />Staff revised the vehicular access paragraph to state that efforts need to be made to <br />eliminate multiple accesses on a singular parcel and to share access points for adjoining <br />parcels when possible. <br /> <br />Associate Planner Wald noted that attached to the case is a copy of the Official Map Ordinance <br />that the City Attorney drafted. She indicated this ordinance will need to be adopted by the City <br />Council. She stated the ordinance follows the rules and process set forth in State Statutes related <br /> <br />Planning Commission/April 1, 2004 <br /> Page 12 of 22 <br /> <br /> <br />
