1) Planning Commission public hearing and regular meeting minutes dated March 11, 2004. <br /> <br />Motion carried. Voting Yes: Vice Chair Johnson, Commissioners Brauer, Jeffrey, Shepherd, <br />Van Scoy and Watson. Voting No: None. Absent: Chairperson Nixt. <br /> <br />NOTE CITY COUNCIL MINUTES <br /> <br />1) City Council regular meeting minutes dated February 24, 2004 <br /> <br />Vice Chair Johnson noted the City Council minutes. <br /> <br />PUBLIC HEARINGS/COMMISSION BUSINESS <br /> <br />Case/ti: <br /> <br />Request for Site Plan Approval to Construct an Addition to Superbowl; Case <br />of Mike Anderson <br /> <br />Presentation <br /> <br />Community Development Director Frolik indicated the site is approximately 3.5 acres in size, <br />and the current building is 26,085 square feet. She stated the proposed addition is 8,632 square <br />feet. She advised the building coverage in the B-2 Highway Business zone is restricted to 35%. <br />The existing building and the expansion result in a building coverage of 22.9%. <br /> <br />She indicated City Code requires a minimum of 153 parking spaces, and the site plan proposes to <br />provide 221 spaces. She stated all existing and new pavement will be finished with B6/12 <br />concrete curbing. All parking areas will meet the 20 foot setback from public road right-of-way. <br />She indicated current code requires a 35 foot separation between commercial parking lots and <br />residential properties. She noted the adjacent lot to the southeast is zoned R-1 Residential. She <br />explained at the time the lot was platted, by the previous owner of Superbowl, the only screening <br />requirement was that the developer erect a six foot high wood privacy fence on the common <br />property line between Superbowl and the residential lot. She stated it is Staff's opinion that this <br />existing situation, being the lack of a 35-foot separation, should be considered lawful non- <br />conforming. She indicated the adjacent parcel to the southwest is zoned B-2 Business and no <br />setback for the parking area would be required. <br /> <br />Community Development Director Frolik indicated there is virtually no landscaping existing on <br />the site. She stated the expansion proposes to provide the 20 foot wide green space that is <br />required adjacent to all public roads, which in this case includes Riverdale Drive NW, Ebony <br />Street NW and Dolomite Street NW. She indicated the plan identifies installation of 10 trees and <br />17 shrubs. She further advised City Staff is recommending that the expansion comply with the <br />parking lot landscaping requirements. This would require the addition of 8 more trees to the <br />plan. She noted City Code requires that green areas include underground irrigation, however no <br />underground irrigation is proposed. <br /> <br />Planning Commission/April 1, 2004 <br /> Page 2 of 22 <br /> <br /> <br />
