Assistant Community Development Director Tmdgeon stated mesh is a good word. He indicated
they are slicing up a piece of the project here, but what happens with the trickle down affect is
what they are discussing with the master developer. He indicated it is tough to focus on
something small instead of the big picture, and Staff is trying to reconcile how to do that, but if
this moves forward it would change that piece of the master plan.

Commissioner Van Scoy commented if they are having residential by big box retail they will
need good transition.

Mr. Ishland advised if the area remains residential as it calls out for, they would have a heavily
planned transition area. He indicated the other area of residential may become mixed-use, with
retail below and residential above. He noted on the site plan that the dashed line represents the
line between TC-2 and TC-4b. He indicated as mentioned, the footprint they used is for a known
big box retailer, and not an arbitrary footprint.

Commissioner Brauer stated that compared to the old plan it looks like there is more parking. He
asked what the differences are in percentages.

Mr. Voss indicated they have not formally studied the parking plan, but there is a little more
sense of scale to their plan.

Mr. Ishland stated the code calls for 4:1, which is almost right on with what they have. He stated
they have put it to scale and taken a conceptual guess of what the tenants could be.

Commissioner Watson stated he would really like to see them drill down to keep it pedestrian
friendly. He thinks it is a critical piece of the entire development, and Ms. Hunter stated it well
in her letter.

Mr. Voss agreed. He stated they will be looking for the trail / sidewalk document, which they do
not have yet, but will integrate into their plans.

Commissioner Brauer stated at some point he would be interested to have a longer dialog if there
are marketing issues. He indicated as you look from the grocery store to the northwest it looks
like a mall, whereas it was meant to be the center of the development.

Commissioner Shepherd agreed, stating one building that bothers her is the 30,000 square foot
store. She indicated they should be getting smaller as it gets closer to the residential area, not
bigger.

Commissioner Van Scoy indicated on the northwest comer, he has heard several times people
have concerns. He stated there are three spaces, and he wonders if they may be able to separate
them and move the smaller ones along Sunwood.

Commissioner Watson stated he wanted to echo what Commissioner Van Scoy said about that
corner. He indicated maybe drawing the buildings closer to Sunwood would help.

Planning Commission/April 1, 2004
