City Engineer Jankowski indicated the fence is located one foot beyond the property line. lie
stated the applicant is proposing 18 foot stalls. He indicated if the stalls were angled 60°,you
would lose two or three stalls but it would give enough room and protect the fence.

Mr. Anderson noted that looking at how the parking lot is laid out, these are the least desirable
spots and will be used infrequently.

Vice Chair Johnson asked what his thoughts were on the suggestion to angle those spots.

Mr. Anderson stated he would be fine with that.

Commissioner Jeffrey's noted that when looking at the photos supplied by Mr. Jacobs, he does
not see headlights on the bus, and he thinks the back of the building will be more attractive
because you will not have the buses and trucks parked there. He stated the question is if there are
some traffic-slowing things that can be done such as speed bumps to prevent cars racing around
the back.

City Engineer Jankowski indicated they could require speed bumps, but if there are any cars
parked there it will create a natural restriction.

Commissioner Brauer asked about the height of the fence. He asked if since Mr. Jacobs owns the
fence, it would be his responsibility to raise it unless the Planning Commission says the applicant
has to pay.

Community Development Director Frolik noted until now the back was used for storage. She
stated if they could augment the screening for noise and lights it would help Mr. Jacobs' issues.

Mr. Anderson stated he would not have a problem with having a taller fence.

Commissioner Van Scoy asked what the plan is to deal with the height difference between the
Superbowl property and Mr. Jacobs' yard.

City Engineer Jankowski indicated the plan shows the water will follow down to the property
line and then follow the curb to the east and west. He stated at the high point it will be a few feet
higher than it currently is. He indicated they could hold that down as much as possible and still
get water to the catch basins.

Vice Chair Johnson indicated this is somewhat less resolved than most site plans they see.
noted the following items need to be firmed up before it goes to the City Council:
1. Exterior finish on building
2. Diagonal parking in rear yard
3. Increased fence height
4. Landscaping and irrigation requirements.

He

Planning Commission/April 1, 2004
