Presentation <br /> <br />Associate Planner Geisler advised Oakwood Land Development has submitted an application for <br />an amendment to the 2001 Comprehensive Plan. The request is to change the land use <br />designation from Rural Developing to Low Density Residential on the property generally located <br />on Sunfish Lake Boulevard at 153ra Lane NW. She stated the amendment to the Comprehensive <br />Plan, along with a subdivision request, would allow the applicant to develop the property with <br />single-family homes at urban density. <br /> <br />Associate Planner Geisler indicated Oakwood Land Development is proposing to redevelop six <br />existing rural single-family lots into 26 urban single-family lots as a part of the Alpine Woods <br />subdivision. The 2001 Comprehensive Plan designates the subject property as Rural Developing. <br />She indicated the property located to the west, north and south are currently designated as Rural <br />Developing, while the property to the east is designated as Low and Medium-Density <br />Residential. <br /> <br />Associate Planner Geisler stated the subject property is surrounded by a variety of lot sizes, <br />varying from a 5-acre lot to the north, to less than 1-acre lots to the south, to townhomes to the <br />east. She indicated at sketch plan review the Planning Commission expressed some concerns <br />about expanding sewer and water in piecemeal fashion to the proposed development, and asked <br />for a more comprehensive approach to providing services to new properties. She advised at their <br />recent Strategic Planning session, the City Council agreed to study options for providing services <br />beyond the current urban service area. The City Council and the Planning Commission met in <br />joint session on March 16th and discussed the need to undertake a comprehensive plan <br />amendment and environmental review that will study different service options. She indicated <br />because of the range of lot sizes surrounding the subject property, the development of the Alpine <br />Acres townhomes across Sunfish Lake Boulevard, and the imminence of comprehensive <br />plamfing outside the current urban service area, Staff is supporting the applicant's request for <br />Comprehensive Plan Amendment. <br /> <br />Public Hearing <br /> <br />Craig Peterson, Oakwood Land Development, indicated there are six parcels, with five owners. <br />He has purchased two outright and has three under contract. He stated most of the neighbors are <br />here, and can answer questions or give their comments. <br /> <br />Carl Anderson, 6331 153~a Lane NW stated he owns the land adjacent to the neighbors, and for <br />30 years has had no problems. He indicated one day he was going to build a garage, and received <br />a phone call about selling his property. He stated it has been two years, and he has a signature on <br />a purchase agreement. He indicated he is hoping this can be resolved so he can move to his new <br />house. <br /> <br />Vice Chair Johnson asked how Mr. Anderson felt about this type of development. <br /> <br />Planning Commission/April 1, 2004 <br /> Page 7 of 22 <br /> <br /> <br />
