Mike Anderson, owner of Superbowl, stated he wanted to address the detention pond. He
indicated the plan proposes to have a catch basin in the area Mr. Olson was talking about, piping
the run-off over to the pond. He stated he thinks it will address Mr. Olson's yard also.

City Engineer Jankowski noted that the entire parking area will be surrounded by curb and gutter,
and all will run-off will go into the pond. He stated he thinks it will improve the situation they
have now.

Motion by Board Member Johnson, seconded by Board Member Brauer to close the public
hearing at 7:35 p.m.

Motion carried. Voting Yes: Vice Chair Van Scoy, Board Members Johnson, Brauer, Jeffrey,
Shepherd, and Watson. Voting No: None. Absent: Chair Person Nixt.

Board Business

Motion by Board Member Johnson, seconded by Board Member Jeffrey to adopt Resolution #04-
04-__ adopting Findings of Fact #0__ relating to a request for variance from impervious surface
restrictions in the Critical and Wild and Scenic River Overlay District to facilitate an expansion
of the Suberbowl facility.

Further Discussion: Vice Chair Van $coy stated that they are looking at increasing this from 75%
to 86% in an area that is supposed to be at 30%. He is wondering if that amount of parking is
necessary. He asked if the City has an impervious surface ordinance outside of this area.

Community Development Director Frolik stated they do not. She indicated there is a rooftop
requirement, but not impervious surface requirements.

Board Member Brauer stated what he is adding is 8% to what is already there.

Community Development Director Frolik stated that was correct.

Board Member Brauer stated that what City Engineer Jankowski is saying is doing this will help
what is there now.

City Engineer Jankowski indicated that is exactly correct. He stated right now all the mn-off
flows off the site and into two catch basins, neither of which cleans the water.

Board Member Johnson indicated they have the opportunity to improve the site, but have to give
up 8% to impervious surface to get it.

Motion carried. Voting Yes: Vice Chair Van Scoy, Board Members Johnson, Jeffrey, Brauer,
Shepherd, and Watson. Voting No: None. Absent: Chair PersonNixt.

Board of Adjustment/April 1, 2004
