Councihnember Kurak asked what would happen to the irrigation on the perimeter when it <br />comes time to do construction on the lot. <br /> <br />Mr. Sharp replied it would not necessarily be a problem, as this is a pretty small lot. However, <br />this is setting a precedent. If they were required to irrigate everything on the RJM property, that <br />would be three acres, in this particular case it is not a big issue because it is a small lot and it can <br />be done. However, it is not just the pipes and heads, but the water usage, which is no small item <br />as far as maintenance. <br /> <br />Councilmember Kurak asked how staff addresses that concern. <br /> <br />Assistant Community Development Director Trudgeon indicated in this case the parking lot <br />separates the fi~tt~re expansion area. He would think in a case with two to three acres staff would <br />recommend that it would be unreasonable to require irrigation. In this case the City has spent <br />lnoncy to redevelop this area. With the first redevelopment they do not want to leave the <br />potential that it could look rough, especially when the City is contributing dollars into the project. <br /> <br />Councihncmbcr Kurak questioned how Mr. Sharp's concern about setting a precedent can be <br />addressed. <br /> <br />Assistant Community Development Director Trudgeon replied it is up to the Council to make a <br />rational decision on a case by case basis. It is staffs job to make sure the question is brought up, <br />and if there are any deviations, the Council has to be fully aware of them to make that decision. <br />He explained the question is the large area. There is a fear because of the expansion the <br />irrigation can be put around the perimeter, which cam~ot be built on anyway, and it could spray <br />into the area in question. <br /> <br />Councihnember Cook indicated he does not think they have to worry about a precedent, as this <br />goes by the ordinance and it is a smaller sized lot. <br /> <br />Mr. Sharp stated they will be putting irrigation lines in, and it is not a big problem to irrigate this, <br />but he is looking to the future. With a two to four acre property this could be a problem. <br /> <br />Councihnember Elvig stated he does think there is reason to have irrigation down the east side to <br />protect the lot next door. If the grass is wild and uncontrolled it tends to drift into someone else's <br />property, lie noted on the west side of the inlet it looks as though there is a tree that may be <br />fairly close to the sight triangle and Mr. Sharp should be made aware of where the tree can be <br />placed. <br /> <br />Assistant Community Development Director Trudgeon replied the landscaping plan can be <br />looked at, and the tree will likely be okay in its location. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to approve the proposed <br />site plan contingent upon compliance with City Staff Review Letter dated April 30, 2004, revised <br /> <br />City Council/May 25, 2004 <br />Page 13 of 27 <br /> <br /> <br />
